विवरण
The scheme “Reimbursement of Stamp Duty and Registration Fee” is a sub scheme under “West Bengal Textile Incentive Scheme”. It was launched on 13 December, 2022, by the Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal, and shall remain valid upto five years.
Objective of the "West Bengal Textile Incentive Scheme” Scheme:
The object of the scheme is to extend fiscal incentives to textile sector across the entire value chain starting from fibre to stitched garments for setting up such units in the State. The focus is on accelerated and focused development of the textiles sector across the state. This shall enable to maximize the utilization of resources, generate new employment and widen the area of operation to make the state emerge as the preferred destination for investment in the textile sector.
Objective of the "Reimbursement of Stamp Duty and Registration Fee" Scheme:
Through this incentive, an eligible textile sector enterprise within the State will be entitled to a reimbursement of stamp duty and registration fee paid by it for the purpose of registration of documents.

पात्रता
- Industries in the manufacturing and processing of textiles, apparel and technical textiles products.
- The unit should have started production on or after 1st April 2022.
- The units may be in the private sector, co-operative sector, joint sector as also companies/undertakings owned or managed by the State Government.
- Shall not be applicable to the industrial units/enterprises.
- The project should have been approved and sanctioned by a Central Financial Institution or Commercial Banks or State Financial Institutions.
- The unit should hold an Registration Certificate, Date of Commencement Certificate and Eligibility Certificate issued by the Director of Textiles on satisfaction of arrangement.
अपवर्जन
- The incentives shall not be applicable to the industrial units/ enterprises that have been registered and for which eligibility certificates have been issued /incentives have been sanctioned and disbursed under the respective Incentive Scheme of the State.
- That has been registered and for which eligibility certificates have been issued in terms of the respective Incentive Scheme of the State but no claim and sanction of incentive has been made.

- What is an “Approved Project” as defined under the guidelines?
- "Approved Project" means the industrial project of an industry/an expansion project in the manufacturing of textile sector which should be approved prior to implementation of the project by Directorate of Textiles under the Department of Micro, Small & Medium Enterprises and Textiles, Govt. of West Bengal or Commercial Banks/ Financial Institution (Central and State)/ Cooperative Banks/ scheduled banks approved by RBI/ RRBs financing the project.
- What is an “Eligible Unit/Enterprise”?
- "Eligible Unit/ Enterprise" means an enterprise in textile sector which has obtained Udyam Registration/Industrial Entrepreneur Memorandum (IEM) Part- B or Registration as per notification of Government of India from time to time and subsequently been found eligible as per terms and conditions of WBTIS 2022 as modified from time to time for enterprises in textile sector.
- What are the eligibility criteria for incentives under The West Bengal Textile Incentive Scheme?
- The WBTIS as modified from time to time for the textile sector shall generally be applicable to industries in the manufacturing and processing of textiles, apparel and technical textiles products which have started production on or after 1st April 2022. However, textile units in the MSME sector will have the option to apply either under this scheme or under the existing "Banglashree" Scheme, 2020, unless notified otherwise.
- What is the procedure for claiming the Subsidy?
- An eligible textile sector enterprise needs to apply online for the subsidy along with the required documents as per the guidelines provided by the concerned department or agency.
- With what purpose the subsidy will be admissible under this sub-scheme?
- The subsidy will be admissible for the purpose of: (i) Purchase of land and/or buildings for setting up of the approved project and (ii) Land/building/ shed taken on Lease (minimum ten years) anywhere in the state for setting up of the approved project.
- How is the admissible amount calculated when determining the funding for an enterprise?
- The amount admissible will be calculated proportionately based on the percentage of land/ buildings used for setting up of the enterprise for implementation of the approved project.
- What type of textile textile sector enterprise shall be covered under this scheme?
- The enterprises may be in the proprietorship, partnership, LLP, private sector, co-operative sector and joint sector undertaking as also companies/ undertakings owned and managed by the State Government shall be covered under this scheme.
- Can an eligible textile sector enterprise avail of incentives under both “The West Bengal Textile Incentive Scheme, 2022” and other state incentive schemes simultaneously?
- No, an eligible textile sector enterprise cannot avail incentives under both schemes simultaneously. They must choose one scheme based on their eligibility and requirements.
- Is there any provision for textile sector enterprises that have already received incentives under other state schemes but wish to expand their projects?
- Yes, existing textile sector enterprises are eligible for incentives under "The West Bengal Textile Incentive Scheme" for project expansion, subject to the conditions specified in the scheme.
- Is there any requirement for the submission of fees to get the Registration and Eligibility Certificate and various subsidies within the scheme?
- No, there is no requirement for the submission of any fees.
