विवरण

Phase II of the Swachh Bharat Mission (Grameen) [SBM(G)], will focus on the sustainability of Open Defecation Free (ODF) status and Solid and Liquid Waste Management (SLWM) in rural India. The programme will work towards ensuring that no one is left behind and everyone uses a toilet. SBM(G) Phase-II will be implemented from 2020-21 to 2025-26 in a mission mode.
The key objective of SBM(G) Phase II is to sustain the ODF status of villages and to improve the levels of cleanliness in rural areas through solid and liquid waste management activities, making villages ODF Plus. This includes:

ODF-Sustainability;
Solid Waste Management;
Liquid Waste Management;
Visual cleanliness.

पात्रता

Only those households (BPL, SCs, STs, households with physically disabled person, landless labourers with homestead, small and marginal farmers, and women headed households) in villages which do not have toilets and have not received any benefit for toilet construction under any other Government programme earlier, are eligible to apply for incentive for construction of toilets under Swachh Bharat Mission (Grameen).

Note 1: The applications will be verified to ascertain the eligibility of the applicant household by the concerned block/district authorities and will be approved or rejected accordingly.
Note 2: Only after approval of the application, the applicant will be eligible for receiving the incentive under the programme.
Note 3: While selecting eligible households for providing incentive under the SBM(G), the following order of preference shall be ensured:
A. Below Poverty Line (BPL)
B. Above Poverty Line (APL)
(i) SC/ST
(ii) Persons with disability (divyangjan friendly toilet to be ensured)
(iii) Landless labourers with homestead
(iv) Small farmers
(v) Marginal farmers
(vi) Women-headed households.

> Registration Process:

Step 1: Visit the official website of Swachh Bharat Mission (Grameen) at https://swachhbharatmission.ddws.gov.in/
Step 2: On the home page, click on ‘Application Form for IHHL’ under the Citizen Corner section.
Step 3: If you are not already registered, click on ‘Citizen Registration’. Enter your mobile number and verify it using the OTP received.
Step 4: After verifying your mobile number, enter your name, gender, address, state name, and the Captcha code. Then, click on the ‘Submit’ button.
Step 5: A successful registration message will appear on the screen after submitting the details.

Step 1: Visit the official website of Swachh Bharat Mission (Grameen) again at https://swachhbharatmission.ddws.gov.in/
Step 2: On the home page, click on ‘Application Form for IHHL’ under the Citizen Corner section.
Step 3: Enter your registered mobile number, the received OTP, and the Security Code, then click on ‘Sign-In’.
Step 4: After successfully signing in, click on ‘New Application’ under the ‘Modules’ section located on the left corner of the screen.
Step 5: Complete the application form, upload the required documents, and click on the ‘Apply’ button.

Offline

The construction of household toilets may be undertaken by:

The individual beneficiaries themselves with support from agencies.
Community Model through agencies in the village.

States may also decide to give the incentive to the individuals, or to communities where the model is adopted to trigger the demand in GPs/ Blocks/ Districts, or to the Gram Panchayats on the achievement of community objectives.
Note:

Any incentive for the IHHL, provided to the community/ GP, if given, shall be used only for sanitation activities.
Government shall ensure that the quality of toilets is maintained through sample physical verification through its officers.

Only new eligible households will be provided the incentive money. Ineligible households will be motivated to construct the toilet on their own. The Community Sanitary Complex has been renamed as Community Managed Sanitation Complex (CMSC). The financial assistance for the CMSC has been enhanced from Rs.2,00,000/- to Rs. 3,00,000/- with sharing of 30% funds from 15th Finance Commission grants to Rural Local Bodies, and remaining 70% under SBM(G). Provision for IEC and Capacity Building will be at 5% of total project cost, with 2% to be utilised at the Central level (Government of India level) and 3% at State/district level. Provision for administrative cost will be 1% of the project cost. Under SBM-G Phase II, block and district level interventions have also been introduced for certain activities related to SLWM. Generally, funding for SLWM will be on a per capita basis instead of earlier provision based on the number of households in a GP. While 30% of the funding for village level SLWM activities will be from 15th Finance Commission grants, the remaining 70% will be borne under SBM(G). However, for some activities such as Plastic Waste Management at block level and model GOBAR-dhan projects at district level, there will be a fixed amount of financial assistance for a block and a district. For the first time, 50% funds of 15th Finance Commission grants to rural local bodies is earmarked for water and sanitation as tied funds.
