The "Skill Development and Training of Candidates in Technical Textiles" scheme under the National Technical Textile Mission by the Ministry of Textiles, Government of India. This scheme shall be referred to as the “General Guidelines for Skill Development and Training of Candidates in Technical Textiles.”
Objectives
The main objectives of the scheme are:
Establish a reservoir of skilled individuals for recruitment in the technical textiles industry.
Develop transferable skills that can be adapted across different companies.
Create a robust knowledge and skill ecosystem within the sector.
Ensure seamless integration of qualified professionals into diverse roles, promoting a dynamic and agile workforce.

Scheme Phases
The implementation will be carried out in two phases, targeting strategically important segments of technical textiles:
Phase I: Agrotech, Buildtech, Geotech, Indutech, Meditech, Mobiltech, and Protech
Phase II: Clothtech, Hometech, Oekotech, Sportech, and Packtech

  1. The applicant must be an Indian citizen and at least 17 years of age.
  2. The applicant can be an unskilled worker or a professional seeking upskilling or reskilling.
  3. The applicant can be an undergraduate student or a personnel working in technical textile fields.

Eligibility for Implementing Agencies:

  1. The agency can be a Training and Research Agency (TRA), Center of Excellence, Ministry of Textiles body, or public academic institution.

Step 1 – Empanelment: Interested agencies submit Application (Annexure-III) and Letter of Empanelment (Annexure-II) via email to dmd.nttm-textiles@nic.in
Step 2 – Shortlisting: The Skill Development Committee (SDC) reviews applications and shortlists eligible agencies. Empanelment is communicated via an official Ministry order (OM).
Step 3 – Proposal Submission: Empaneled agencies submit detailed proposals including training program overview, location, curriculum, batch size, target beneficiaries, trainee contributions, and funding requested.
Step 4 – Proposal Review: SDC evaluates proposals for market-aligned, standardized curriculum. Certification from at least 5 industry partners is required for course development.
Step 5 – Final Approval: The Empowered Programme Committee (EPC) chaired by Secretary, Textiles, gives final approval. Funds are released only to the primary implementing agency; subcontracting is not allowed.
