Skill Development and Training of Candidates in Technical Textiles

The "Skill Development and Training of Candidates in Technical Textiles" scheme under the National Technical Textile Mission by the Ministry of Textiles, Government of India. This scheme shall be referred to as the “General Guidelines for Skill Development and Training of Candidates in Technical Textiles.”
Objectives
The main objectives of the scheme are:
Establish a reservoir of skilled individuals for recruitment in the technical textiles industry.
Develop transferable skills that can be adapted across different companies.
Create a robust knowledge and skill ecosystem within the sector.
Ensure seamless integration of qualified professionals into diverse roles, promoting a dynamic and agile workforce.
Foster a culture of continuous learning, innovation, and adaptability within organizations.
Scheme Phases
The implementation will be carried out in two phases, targeting strategically important segments of technical textiles:
Phase I: Agrotech, Buildtech, Geotech, Indutech, Meditech, Mobiltech, and Protech
Phase II: Clothtech, Hometech, Oekotech, Sportech, and Packtech

1. Joint Funding: Training cost is shared between the Ministry of Textiles and the trainee.1. Financial Support: Reduces the training cost burden for trainees.1. Standardised Programs: Ensures quality training following the Common Norms for Skill Development Schemes.1. Ministry Contribution: Covers expenses like:

• Mobilisation of candidates
• Curriculum development
• Trainers’ training
• Equipment and teaching aids
• Raw materials
• Assessment costs
• Salary of trainers
• Other components as per standard skill development norms

1. The applicant must be an Indian citizen and at least 17 years of age.
2. The applicant can be an unskilled worker or a professional seeking upskilling or reskilling.
3. The applicant can be an undergraduate student or a personnel working in technical textile fields.
4. (Exact age and qualification requirements for the applicant may vary depending on the specific training program.)

Eligibility for Implementing Agencies:

1. The agency can be a Training and Research Agency (TRA), Center of Excellence, Ministry of Textiles body, or public academic institution.
2. The agency can also be an industry association, textile company, export council, or other related eligible organization.

Step 1 – Empanelment: Interested agencies submit Application (Annexure-III) and Letter of Empanelment (Annexure-II) via email to dmd.nttm-textiles@nic.in
Step 2 – Shortlisting: The Skill Development Committee (SDC) reviews applications and shortlists eligible agencies. Empanelment is communicated via an official Ministry order (OM).
Step 3 – Proposal Submission: Empaneled agencies submit detailed proposals including training program overview, location, curriculum, batch size, target beneficiaries, trainee contributions, and funding requested.
Step 4 – Proposal Review: SDC evaluates proposals for market-aligned, standardized curriculum. Certification from at least 5 industry partners is required for course development.
Step 5 – Final Approval: The Empowered Programme Committee (EPC) chaired by Secretary, Textiles, gives final approval. Funds are released only to the primary implementing agency; subcontracting is not allowed.
