The State plan scheme “MMKY-New Tank Excavation Under Brackish Water Aquaculture” was launched by the Fisheries & Animal Resources Development Department, Government of Odisha under Mukhyamantri Maschyajibi Kalyan Yojana (MMKY) to promote farmers and entrepreneurs to take up Brackish water aquaculture.
Objectives:
- To enhance brackish water shrimp and fish production in the state.
- To enhance the livelihoods and income of coastal communities through the propagation of brackish water aquaculture.
- To increase the shrimp/fish exports from the State.
Area of Operation:
The scheme shall be implemented in the coastal districts of Odisha as per the provisions of the Coastal Aquaculture Authority Act (CAA) - 2005 and Amendment Act- 2023, CAA Rules- 2005 and Amendment Rules-2022.

Note 01: Subsidy shall be calculated and released to the beneficiary based on the actual cost incurred, subject to maximum subsidy as specified under the scheme.
Note 02: Subsidy assistance @ 40% of the actual cost of implementation shall be provided to the General Category and 60% to Scheduled Castes (SC)/ Scheduled Tribes (ST)/Women/Transgender/ PwD Categories of beneficiaries. For PMMSY funds Transgender/PwD category shall not be considered.
Note 03: In case the Government in F & ARD Department enhances the percentage of subsidy that shall be applicable for those beneficiaries who have received Go-ahead letters during F.Y 2023 24.
Mode of Financing:
The scheme shall be implemented both under bank finance and self-finance.
Training and Skill Development of Beneficiaries:
- To generate awareness, dissemination of farming technology and to attract the interested stakeholders on the benefit of the scheme, adequate training and awareness programs may be conducted.
- The Directorate of Fisheries will either organise the training for beneficiaries as submitted by the DFOs at CIFA/BWTC/FTI etc. (Cost of the training shall be met out of the IEC/training and capacity building component, OR entrust the task to District/Zonal Level along with fund provision.
Eligibility
The following are the eligibility criteria for the beneficiaries:
- The beneficiary should be a resident of Odisha and must possess identity and residential proof including an Aadhaar Card.
- The beneficiary should have a bank account in his/her name in the State of Odisha.
- The beneficiary must have requisite land free from all encumbrances.
- The beneficiary who has not availed assistance under this component shall be eligible for a subsidy maximum of up to 2.00 Ha water spread area.
- The beneficiary who has availed similar subsidy earlier for excavation of Brackish water ponds under different schemes of Govt. of India or the State Government for less than 2.00 Ha. water spread area, he/she shall also be eligible to avail further subsidy for balance area keeping an overall maximum limit of up to 2.00 Ha. under the scheme.
- While availing subsidy, the beneficiary family will be considered instead of individual members of the family. One beneficiary family should not be provided with multiple benefits under one particular scheme. A family will not be eligible for subsidy under the same scheme if any of its members have gotten a subsidy during the last three years.
Note 01: Preference will be given for the selection of beneficiaries in cluster mode.
Note 02: The documentary evidence in support of the suitable land needs to be provided by the beneficiary. (Copy of the RoR/Copy of the lease agreement in case of lease land for a minimum period of seven years of lease needs to be submitted).

Registration Process:
Step 01: The applicant interested to avail of the subsidy shall apply to the Go-Sugam Portal through a registration process by submitting the requisite documents.

Step 04: On the registration page, fill in the mandatory details (Name, Email, Mobile Number, Address, and Password) and click on "Register". The login credentials will be sent to your registered Email ID / Mobile Number.
Application Process:

Step 02: Click on “Scheme & Services” and then select the scheme by its name.

Step 04: On the application page, fill in all the mandatory fields and upload the required documents in the appropriate file size and file type. Upon successful submission of the application, the applicant will get an Application Reference ID.

Offline
Application Process:
Step 01: The scheme shall be advertised through the Department and Directorate website, newspapers including wall paintings/posters, etc. for wide publication.
Step 02: Interested persons shall apply for registration of new brackish water farms with the hard copy of CAA Form No. I (Annexure-V) for fresh registration along with the scheme application form (Annexure-I) to be submitted to the Assistant Fisheries Officers (AFO) for processing and digitalization of the proposal.
Step 03: The Beneficiary shall submit all the requisite documents along with the application form.
Note: In case of joint property and property ROR in the name of ancestors, the affidavit should be made before the Executive Magistrate in the name of the applicant which should contain declaration/consent by other shareholders/ their legal heirs of the land to take up the project by the applicant under govt. assistance. The applicant shall submit a disclaimer that in case of any complaint received from any party on the dispute of land, the subsidy amount will be refunded to the Government.
Post-application Process:
- The AFO of the block shall visit the site, take Geo-tagged photographs with GPS coordinates of the site, verify the same in the Coastal Aquaculture Information System (COAST) mobile app/web portal developed by ORSAC to ascertain the availability of the proposed land within the permissible coastal area and submit the survey form for CAA registration (Annexure-VI) as well as technical feasibility report for new tank excavation (Annexure-II) to the DFO through online/offline whichever is applicable, within a period of 15 days. 1. After receipt of all reports from AFO, the District Fisheries Officer shall send the details of ROR to the Divisional Forest Officer and concerned Tahasildar for field verification and submit the clearance within a maximum of one month so as to place the application for a decision in District Level Committee (DLC) for cases above 5 ha. Water Spread Area/Sub Divisional Level Committee (SDLC) for cases up to 5 ha WSA as per CAA norms with recommendation for Registration to CAA, Chennai as per notification no 834/FARD dt. 21.01.2023.
- The SDLC under the Chairmanship of the Sub Collector shall recommend the eligible new cases for excavation of new tanks and further approval in DLC for issue of go-ahead for new tank excavation for eligible cases only.
- In case of delay in receiving the report from the Divisional Forest Officer and concerned Tahasildar so as to conduct DLC/SDLC, the DFO shall place the matter to the DLC/SDLC with findings based on the COAST app/web portal and Field verification by the AFO for expediting the process and decision by the Chairperson of the concerned committee to avoid delay.
- The District Fisheries Officer shall place the eligible applications before the District Level Committee (DLC) for approval and the issue of conditional Go-ahead (Annexure-III) in principle based on the recommendation of SDLC/DLC to CAA, Chennai. 1. The AFO of the block shall guide the farmers from time to time during the entire period of project implementation.
- Geo-tagged photographs of the project shall be taken by AFO along with the beneficiary before excavation, during excavation, and after completion of the project as per the Go Sugam procedure.
- The beneficiary shall inform the AFO about the completion of the project online/offline at the earliest and submit a self-declaration of completion and RI verification report.
- The AFO of the concerned block shall physically verify 100% of the completed projects, submit a Utilization Certificate (Annexure-IV), bills and vouchers (GST wherever applicable), CAA Registration certificate, and Geo-tagged photographs (AFO and the beneficiary both should be visible along with the asset created) of the completed tank to the DFO for release of capital subsidy. 1. DFO shall earmark the percentage of projects to be inspected by each officer himself/herself, Addl. F.O/AFO (HQ) to verify 25% of total projects separately after completion at random. They shall immediately verify the completed projects after excavation and before stocking. (a. In these 25% cases, the subsidy shall be released after the verification report is submitted by DFO, Addl. F.0, and AFO (HQ) as the case may be.)
- The DFO shall release the proportionate capital subsidy to the beneficiary account.
- The beneficiary after completing the stocking of seed submits input vouchers/bills GST vouchers (wherever applicable) under intimation to the AFO.
- AFO conducts physical verification for stocking of seed and collects all input vouchers/bills against subsidy claims (GST vouchers wherever applicable) and submits the verification report to the DFO for release of input subsidy.
- After receipt of the verification report from AFO, DFO shall release the proportionate input subsidy to the beneficiary account.
- Back-ended subsidy shall be released to the Aadhaar-linked beneficiary account in DBT / NEFT / RTGS.
- District officials can enhance it up to 25% of their allocated target and district officials are free to reallocate block targets as per demand (Lt. 883/FARD dt. 21.01.2023).
- The AFOs /DFOs should facilitate credit linkage from banks to the beneficiary for availing loans as per the requirement of the beneficiary in the Bank Finance case only.
- DFOs to assess the progress of each project after a period of three months from the date of issue of the Go ahead then issue one month notice for immediate initiation of the project if not yet started. After one month of the notice, the same may be cancelled if no progress is observed. DFOs are allowed to review the reasons for non-initiation from case to case basis with justified reasons (Except bank finance cases).
Timeline of Implementation:
- After receipt of the application from the beneficiary, the AFO shall conduct field verification and submit the application along with the documents to the DFO in the Go-Sugam portal within 15 days.
- DFO shall conduct DLC within 45 days of receipt of the application
- The DFO shall issue a conditional Go-ahead within 15 days of receipt of recommendation& approval by DLC/SLDC, as the case may be.
- The DFO shall release the subsidy within 15 days of receipt of all documents from the beneficiary and UC from the AFO.
