The Higher Education and Skill Development Guarantee Scheme Government of NCT of Delhi , has envisaged a Higher Education and Skill Development Guarantee Scheme for students who wish to pursue diploma or degree level courses or specified skill development courses in Delhi.

विवरण

The Higher Education and Skill Development Guarantee Scheme aims to provide financial support through the banking system to meritorious students for pursuing higher education in Delhi, as well as recognized degree, diploma, or skill development courses offered by Central or State Government universities and institutions located outside Delhi (within India). The primary objective of the scheme is to ensure that deserving students are able to pursue higher education with access to affordable and reasonable financial assistance from banks.

Under this scheme, education loans of up to ₹10 lakh availed by students will be covered under a Higher Education and Skill Development Credit Guarantee Fund created by the Government, which provides a guarantee to banks in case of loan default. Students will not be required to provide any collateral or margin money. The scheme is universal in nature and is applicable to all eligible students, irrespective of their social or economic background.

पात्रता

Eligibility

  1. Students who wish to pursue a diploma or degree or specified skill development courses in Delhi and have done their Class-X and Class–XII from Delhi are eligible under this Scheme. For courses for which the qualifying examination is Class-X, students who have done Class-X in Delhi would be eligible under this Scheme. Students who are children of employees of Govt. of NCT of Delhi or Officials/government servants who are posted with the Govt..of NCT of Delhi are also eligible under this scheme.
  2. The student should have secured admission to a higher education course or specified Skill development courses (diploma or degree including bachelor, Master and Doctoral Degrees) in recognized institutions in Delhi through the Entrance Test/ Merit Based Selection process after completion of the Secondary Examination/Senior Secondary Examination/required qualifying examination.
  3. The guarantee would be available for loans for all recognized diploma/degree courses from Government Institutions /Universities and constituent colleges of the University of Delhi. It would also be available for Private/ Self-financed Institutions located in Delhi having NAAC/NBA/SFRC grading. The department will persuade all the Private Institutions to get accreditation from NAAC/NBA. Till such time, grading as given by the Third State Fee Regulatory Committee (SFRC) set up by the Directorate of Higher Education and Directorate of Training & Technical Education may be used for Private Institutions, since this grading is based on the infrastructure, faculty and academic standards of the institutions as also the costs being incurred by it.
  4. It would also be available for Institutions of Technical/Training Skill Development such as courses by World Class Skill Centre or any other technical training/skill development institutions specified by the Government of NCT of Delhi.

Courses Eligible for Studies in Delhi

  1. Approved courses leading to graduate/ post-graduate degrees and PG diplomas conducted by recognized colleges/ universities recognized by UGC/ Government/ AICTE/ AIBMS/ ICMR etc
  2. Courses like ICWA, CA, CFA etc
  3. Courses conducted by IIT, NIFT, NLU, IIFT etc
  4. Regular Degree/Diploma courses like aeronautical, pilot training, shipping, including those run by Polytechnics etc., degree/diploma in nursing, physiotherapy or any other discipline approved by the Director General of Civil Aviation/Shipping/Indian Nursing Council or any other regulatory body as the case may be if the course is pursued in Delhi.
  5. Skill Development Courses as may be specified by Govt. of NCT of Delhi.

What are the eligibility criteria for applying Education Loan under this scheme?

Is a student resident of Delhi, who pursuing higher education from Central /State Govt. Universities /Institutions located outside Delhi within India, Eligible or Not Eligible under this scheme?
Eligible, Only those meritorious students are eligible who pursuing higher education in a recognized degree or diploma level courses or skill development courses from Central /State Govt. Universities /Institutions located outside Delhi, within India. Students who apply in this scheme have to fill the details of Universities /Institutions located outside Delhi, within India and also have to upload the following certificate. *Certificate from Govt. Institute/College/University is required to be furnish while applying and upload documents (format is available to download)
Is a student resident of Delhi,who passed either class 10th or 12th from outside Delhi, Eligible or Not Eligible under this scheme?
Not Eligible, Only those students who have done their class X and class XII from Delhi is eligible under the scheme.

Only Central /State Govt. Universities /Institutions located outside Delhi, within India are covered under this scheme.
What is the Rate of Interest applied on Education Loan under this scheme?
Rate of Interest: *Base Rate (BR) of Selected Bank Plus (+) 2%. Note: *Base Rate: May vary from Bank to Banks
Is there any guarantee/margin money required to be furnished to the bank?
Not Required, No Collateral or Margin money is required to be paid by the students under this scheme

What will the period of loan?
The moratorium period of the Loan is a Course period plus one year and the Repayment period is 15 years.
