विवरण
The scheme "Flexible Memorandum Of Understanding (Flexi-MOU) Scheme" has been launched by the Directorate General of Training (DGT) under the Ministry of Skill Development and Entrepreneurship (MSDE). It aims to cater to the needs of both industry as well as trainees by allowing enterprises to train candidates as per their skill set requirements. Through this scheme, industry-aligned training with exposure to market demand and latest technology is provided to trainees. The scheme is implemented by the Directorate General of Training (DGT) in collaboration with Industrial Training Partners (ITPs) and Regional Directorates of Skill Development and Entrepreneurship (RDSDEs). It follows an Employer Skills model where industries conduct in-house training using their infrastructure and faculty. The scheme provides flexibility in course design, curriculum, trainee selection, and assessment aligned with industry needs. It ensures structured training, certification through e-National Trade Certificate (e-NTC), and placement tracking. The scheme also integrates reforms aligned with the Craftsmen Training Scheme (CTS) and examination systems.

- The Industrial Training Partner (ITP) must train a minimum of 100 trainees per annum
- ITP must ensure the placement of at least 50% of successful trainees
- ITP can set a fee structure independently
- ITP may provide a stipend during training. Validity: MoU valid for 10 years, extendable in 5-year slots

For Enterprise / Organization:
- The applicant should be an industry registered under Central/State/UT laws, having an annual turnover of more than ₹100,00,00,000/- and a positive net worth during the last 3 fiscal years. OR, the applicant should be a Medium Enterprise registered under Micro, Small and Medium Enterprises (MSME), with investment in plant and machinery or equipment not exceeding ₹50,00,00,000/- and an annual turnover not exceeding ₹250,00,00,000/-. OR, The applicant should be a start-up registered under Central/State/UT laws, having an annual turnover of more than ₹50,00,00,000/- and a positive net worth during the last 3 fiscal years.
- The applicant should be a reputed industry-recommended or nominated by the District Skill Committee.
- The applicant should be a Central Government or State Government undertaking, Public Sector Establishment, Central Sector Establishment, or a Government training institution.
Skill Universities:
- The applicant should be a Skill University approved by the University Grants Commission (UGC).
- The applicant should be a Skill University established under a State Legislature Act.
- The applicant should ensure that trainees are sent to eligible enterprises/organisations for the industry training component within the jurisdiction of the university.
Trainee Eligibility:
- The applicant should meet the minimum qualification, age, and other eligibility conditions as specified in the course curriculum developed by the Industrial Training Partner (ITP).
- The applicant should satisfy the minimum age criteria required for employment in the industry or for engagement as an apprentice upon completion of training.
Additional Conditions: The applicant (ITP) should ensure training of a minimum of 100 trainees per annum under the scheme.

Offline
- The applicant (Enterprise / Organisation / Skill University) should prepare a proposal with details such as course, duration, batch size, infrastructure, and training centres.
- The applicant should submit the application to the Directorate General of Training (DGT) offline.
- The Directorate General of Training (DGT) examines the application and may seek clarifications from the applicant.
- The Directorate General of Training (DGT) may conduct an inspection of the proposed training centres to verify infrastructure and facilities.
- The Directorate General of Training (DGT) evaluates the proposal and grants approval.
- The applicant should sign the Memorandum of Understanding (MoU) with the Directorate General of Training (DGT) within 30 days of approval.
- The applicant should develop and finalize the course curriculum as per industry requirements.
- The applicant should start the admission process only for approved courses and prepare a training calendar.
- The applicant should select trainees as per its selection criteria and complete the admission process.
- The applicant should upload the enrolment details of trainees on the scheme website within a fortnight of admission.
- The applicant should conduct training through classroom and industry components as per the approved curriculum.
- The applicant should conduct practical and formative assessments, while the Directorate General of Training (DGT) conducts the Computer-Based Test (CBT).
- The Directorate General of Training (DGT) issues the e-National Trade Certificate (e-NTC) to successful trainees.
- The applicant should ensure placement of at least 50% of successful trainees and track them for 1 year.
- The applicant should establish a grievance redressal mechanism for trainees, and unresolved issues may be reported to the Directorate General of Training (DGT).
