Financial Assistance for Tagore Cultural Complexes (TCC)

The “Financial Assistance for Tagore Cultural Complexes (TCC)” scheme by the Ministry of Culture, Government of India. The revised version of the scheme, earlier known as the “Tagore Cultural Complexes” scheme, has been included as a component under the “Scheme of Financial Assistance for Creation of Cultural Infrastructure” for its continuation beyond the 12th Five-Year Plan.
This scheme aims to foster and coordinate cultural activities across States and Union Territories in fields such as music, drama, dance, literature, and fine arts. It promotes cultural unity in the country and provides avenues for creative expression and learning, especially for the younger generation.
The cultural complexes developed under this scheme function as centres of excellence in various art forms, equipped with infrastructure for stage performances, exhibitions, seminars, literary events, and film screenings. These complexes are designed to go beyond the original Tagore Auditorium concept by encouraging multi-dimensional creativity and cultural expression.

Nature and Extent of Financial Assistance

1. Financial assistance under the scheme component for any project will normally be up to a maximum of ₹15 crores. In extremely rare cases, of outstanding merit and relevance, the financial assistance can go up to ₹ 50 crores, but then each such individual case of Central assistance beyond ₹15 crores will be subjected to the usual appraisal/ approval mechanism prescribed for new Plan schemes.
2. The maximum amount of Central financial assistance which may be given under this scheme component would be 60% of the total approved project cost subject to the maximum financial ceiling as mentioned in para 5.1 above except in case of projects in North Eastern Region(NER). The remaining amount of 40% of the total approved project cost will be borne by the recipient State Govt./UT Admin./NGO or concerned organization. Cost of land will not be included in matching share. Developed land with approach road will be made available by the concerned State Government, free of cost, unless the organization has land of its ownership.
3. In case of projects in North Eastern Region (NER) [comprises States of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura] the maximum amount of Central financial assistance would be 90% of the total approved project cost subject to the maximum financial ceiling as mentioned in para 5.1 above. The remaining amount of 10% of the total approved project cost will be borne by the recipient State Govt./NGO or concerned organization. Cost of land will not be included in matching share. Developed land with approach road will be made available by the concerned State Government, free of cost, unless the organization has land of its ownership.
4. All recurring expenditure will be met by the State Government/ UT Admin. or concerned organization.
5. 0.5% of project cost may be released for preparation of Detailed Project Report (DPR) on the recommendations of Sub-Committee and National Appraisal Committee (NAC).

1. The organization must be registered as a society under the Registration of Societies Act (XXI of 1860) or under a similar Act, or as a Trust or Not-for-Profit Company for at least three years.
2. The organization’s charter must be primarily devoted to the preservation, propagation, and promotion of Indian arts and culture.
3. The organization must have a predominantly cultural profile and should have been actively working in fields such as dance, drama, theatre, music, fine arts, Indology, and literature for at least three years.
4. The organization must be well established and recognized for doing meaningful work in its field of activity.
5. The organization must have gained a local, regional, or national identity and reputation/standing.
6. The organization must be capable of setting up and operating the project effectively.
7. The organization must be able to arrange 40% of the project cost (for Non-North Eastern Region projects) or 10% (for North Eastern Region projects) as its matching share.
8. The organization must be capable of meeting the recurring costs of the project.
9. The organization must have been inspected and recommended by an appropriate agency of the Central Government or the concerned State Government/UT Administration.

Step 1 : The applicant must download and fill the prescribed application proforma and related forms available on the Ministry of Culture’s website.
Step 2 : The applicant must submit the completed application in the prescribed format, along with all required documents (as per Para 8), to the Under Secretary, P.Arts-II Section, New Delhi.
Note:

1. The application must be complete in all respects, as incomplete applications will not be entertained and will be rejected.
2. The application must include all mandatory documents, failing which it will not be considered and will be returned to the applicant organization.
