विवरण

The Employment of Manual Scavengers Prohibition and Rehabilitation Act 2013, effective from December 6, 2013, aims to prohibit the practice of manual scavenging and rehabilitate those engaged in it. The Act defines manual scavengers as individuals employed to clean human waste from unsanitary toilets, open drains, or pits in areas notified by the central or state government. The Act stipulates that no person shall be employed for cleaning sewage or septic tanks without protective equipment and safety devices. The Act also mandates the use of machines for cleaning to ensure safety. Violations of the Act are subject to legal action, and various vigilance committees have been established to oversee its implementation. The government has also conducted surveys to identify manual scavengers and provide financial assistance for their rehabilitation.
