The scheme “CM-Vashistha Guru Puraskar” was launched by the Directorate of Education, Government of Goa. The scheme aims to celebrate the unique contribution of some of the finest teachers in the state and to honour those teachers who through their commitment and industry have not only improved the quality of school education but also enriched the lives of their students. The scheme provides State Awards to Teachers, with each award consisting of a cash amount of ₹1,00,000/- (Rupees One Lakh) and a citation.

लाभ

Cash Award: ₹1,00,000/- (Rupees One Lakh). Citation: Provided with each award. Total 10 Awards:
Primary Teacher: Two Awards (One in each District)
Secondary Teacher: Four Awards (Two in each District)
High School Headmaster: Two Awards (One in each District)
Higher Secondary Teacher: One Award (One in entire State)
Higher Secondary Principal: One Award (One in entire State). The recipients will be felicitated at the hands of the Chief Minister of Goa during the Teacher’s Day function. The selected teachers will have to make a presentation before the State Level Committee

Target Group Definition
◦ The applicant must be a school teacher, special educator, or Head of School.
◦ The applicant must be working in a recognized government or aided primary, middle, high, or higher secondary school.
◦ The applicant must be an in-service teacher.
◦ The applicant must fulfill the required academic and professional qualifications as per their cadre for the State Award to Teachers.
Service Requirements
◦ The applicant, if an in-service Regular Teacher or Special Educator, must have completed at least 15 years of regular teaching service in the State of Goa as on June 30th of the academic year for which they are applying.
◦ The applicant, if a Headmaster, must have 5 years of administrative experience out of the required 15 years of regular teaching service in the State of Goa.
Preference/Reservation
◦ One award out of the 10 is reserved for a differently abled teacher or Head of the School/Special Educator from Regular or Special Schools.
◦ The applicant applying for the Differently Abled Category must attach a disability certificate indicating more than 40% disability.

The applicant must not be due for retirement for the year to which the State Awards relates.
The applicant must not have indulged in tuitions.
The applicant must not be a contractual teacher.
The applicant must not be a Para Teacher.
The applicant must not be a Part-time Instructor.
The applicant must not be a National Skills Qualifications Framework Instructor.
The applicant must not have any vigilance or criminal case pending against them.
The applicant who has been penalized by the Goa Board of Secondary and Higher Secondary Education (GBSHSE) shall not be considered.
The applicant against whom any inquiry is being conducted shall not be considered.

आवेदन प्रक्रिया

Offline

Step 1:

The applicant must visit the official website of the Directorate of Education at www.education.goa.gov.in and take a printout of the prescribed format of the application form.
The prescribed forms and guidelines are also available at the office of the respective Taluka Assistant District Education Inspectors (ADEI’s) and Educational Zones.

Step 2:

The applicant must complete Part I (Mandatory) and Part II (If applicable) of the form.
In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across, if required), and attach copies of all the mandatory documents (self-attest, if required).
Inspectors (ADEI’s) and Educational Zones.

Step 3:

The applicant must submit the completed application and portfolio by hand directly to the respective Zonal Head.
The registration for self-nominations for the 2024-25 cycle is accepted from June 24, 2025, to July 31, 2025. Submission must occur at all Educational Zones located at Panaji, Mapusa, and Margao.

If an applicant has previously faced disciplinary measures or been penalized by the Goa Board of Secondary and Higher Secondary Education, can they still be considered for this award?: No, any teacher who has been penalized by the Goa Board of Secondary and Higher Secondary Education (GBSHSE) shall not be considered.
If there is an active investigation or official inquiry currently underway against a teaching professional, will that automatically exclude them from the selection process?: Yes, a teacher against whom any inquiry is being conducted shall not be considered for the award.
