Details
In accordance with point number 56 of the state government's budget announcement for 2021-22, the existing 'Chief Minister Youth Sambal Scheme-2019' has been improved to provide unemployment benefits to graduate unemployed youth in Rajasthan and to connect the scheme with skill development and employment. The scheme will be known as 'Chief Minister Youth Sambal Scheme-2021' and will be implemented across the entire state of Rajasthan starting from January 1, 2022.
Benefits
- - Monthly unemployment allowance of ₹3000for male applicants
- Monthly unemployment allowance of ₹3500for female and specially-abled applicants
- Financial assistance for a maximum period of two years or until employment/self-employment is obtained, whichever is earlier

Eligibility
Applicants must be permanent residents of Rajasthan. They should hold a graduate degree from any university established by law in Rajasthan. Women who have graduated from universities outside the state and are married to a permanent resident of Rajasthan are also eligible. Applicants must not be employed in government or private sectors and should not have any self-employment. There is no minimum age limit, but the maximum age limit is 30 years for general applicants and 35 years for SC/ST, women, and specially-abled applicants. Applicants must be registered online at the local employment office before the application date and should not be receiving any other benefits from any fund.
Exclusions
The following applicants are ineligible for unemployment benefits:
- Unemployed engineers eligible under the state government's scheme for unemployed engineers without tender invitations.
- Unemployed individuals who continue their education after obtaining a graduate degree.
- Unemployed individuals receiving benefits from other schemes like PMGSY & MNREGA.
- Unemployed graduates with a family annual income exceeding ₹2 lakh.
- Individuals who have previously received benefits under the Akshat Scheme - 2007, Akshat Skill Scheme - 2009, or Akshat Scheme (Rajasthan Unemployment Allowance Scheme 2012).
- Individuals dismissed from any government department or institution.
- Individuals with criminal cases registered against them.
- Individuals currently employed in government/private sectors or self-employed.
- Individuals receiving scholarships, assistance, or benefits under any other central or state government scheme.
Application Process
Online
Eligible applicants must apply online at the local employment office where they are registered. They need to upload the following documents:
- Self-declaration application form (Annexure-1)
- Signed self-declaration regarding eligibility and ineligibility criteria
- Disability certificate (if applicable)
- Domicile certificate issued by a competent authority
- Marriage certificate and domicile certificate of husband (if applicable)
- Secondary examination certificate for date of birth
- Graduation degree or marksheet
- Copy of bank passbook for the single savings account in State Bank of India
- Income certificate (Annexure-1 certified by Tehsildar/Notary Public)
- Caste certificate (if applicable)
Applications can also be submitted through any e-Mitra kiosk or by logging in with the applicant's SSO ID on the Employment Exchange Management System (EEMS). Detailed information is available on the departmental website: www.employment.livelihoods.rajasthan.gov.in.
