Launched in 2010-11, the scheme "Stipend Scheme for Grandchildren of Freedom Fighters" by the Department of Higher Education, Government of Haryana, aims to honour the third-generation descendants of freedom fighters by providing financial assistance for higher education. Through this scheme, eligible students receive a monthly stipend and an annual allowance for books to support their education. The scheme is implemented by the Department of Higher Education, Haryana. The stipend is available for students pursuing non-professional courses in government and government-aided colleges and universities within the state. The assistance is provided on a merit basis and is subject to attendance and good conduct requirements.
Benefits
- Financial Assistance Eligible students receive ₹1,000per month as a stipend for 12 months and ₹2,000per year as an allowance for books. Coverage The scheme applies to students pursuing non-professional courses in government and government-aided colleges and universities in Haryana. Good Conduct Requirement Scholarship installments are released only upon obtaining a good conduct and attendance certificate from the principal/head of the institution. Reinstatement Condition If a student drops out but re-joins and attends at least 50% of classes in three months, both the previously due installment and the current quarter’s installment are released. Eligibility
- The applicant should be a grandchild (third generation) of a freedom fighter.
- The applicant should be a resident of Haryana.
- The applicant should be enrolled in a government or government-aided college/university in Haryana.
- The applicant should be pursuing a non-professional course.
- The applicant should have passed the previous examination based on which admission was granted.
- The applicant should maintain satisfactory attendance and conduct.
- The applicant should not have failed the previous year’s university examination.
Reinstatement Criteria:
If a student drops out but re-joins classes and maintains at least 50% attendance for three months, the previous and current quarter’s stipend is released.

Registration
Step 1: Visit the Official Website of the "Centralized Scholarship Portal" of the Department of Higher Education, Haryana.
Step 2: In the menu ribbon, click "Student > Student Registration".
Step 3: On the next page, provide your Parivar Pehchan Patra (Family ID) and click "Search".
*Parivar Pehchan Patra (PPP) is mandatory for availing of any Scholarship benefit. Students are advised to ensure their all particulars such as Name, DOB, Aadhar No. etc are fully updated in PPP before applying for any scholarship scheme.
Step 4: A List of the members of your family will be displayed. Select the checkbox against your name and click "Generate OTP". Enter the OTP received on your registered Mobile Number and click on "Verify OTP".
Step 5: After OTP verification, you will be taken to the registration page. In the registration form, all the mandatory fields get auto-filled. You only need to cross-check the information.
Step 6: Select your Department and College. Create a Password and click "Register".

Step 1: Visit the Official Website of the "Centralized Scholarship Portal" of the Department of Higher Education, Haryana.
Step 2: In the right corner of the menu ribbon, click "User Login". Use the username and password created during your registration to log in.
Step 3: Navigate to the online form of the scheme you intend to apply for. In the form, fill in all the mandatory fields and upload all the mandatory documents in the specified format and size. Carefully review all the information provided and the documents uploaded. Make any necessary corrections.
Step 4: Click "Apply" to submit your application. You'll receive a confirmation message.
