The "Scheme for Providing Counseling to the Trainees of Government Industrial Training Institutes at Directorate of Skill Development & Entrepreneurship" was launched by the Directorate of Skill Development & Entrepreneurship, Government of Goa. The scheme aims to spot the trainees of Industrial Training Institutes undergoing mental, physical related stress and provide solace and a safe, confidential vent to release their stress, anguish, grievances, guilt, or feeling of unrest/complain of neglect. The scheme provides youth-friendly counseling services delivered by appointed Counselors, along with dedicated supervision and data entry support staff.

  • Counselors discuss and assist trainees with various concerns, including Stress Management, adjusting to the Industrial Training Institute environment, life transitions and changes, difficulties in family relationships, depression, anxiety, anger, physical, sexual, and emotional abuse, thoughts of suicide, trauma, and other feelings that cause discomfort. Monetary Remuneration (For Contract Staff)
  • Remuneration for Counselors is ₹28,000/-
  • Remuneration for the Supervisor is ₹35,000/-
  • Remuneration for the Data Entry Operator is ₹20,000/-. Conditions
  • The appointment of the Counselor, Supervisor, and Data Entry Operator is on a contract basis for a period of 12 months
  • The renewal of the contract shall be strictly based on the performance of the staff member, which will be assessed by the constituted Committee
  • The Directorate of Skill Development & Entrepreneurship will pay the remuneration from the funds provided by the State Government or by the Government of India through any Centrally Sponsored Schemes

Eligibility

Eligibility for the Trainee (The Applicant)
  • The applicant must be a trainee studying in Government Industrial Training Institutes (ITIs) under the Directorate of Skill Development & Entrepreneurship (DSDE) in the State of Goa.
Eligibility for the Counselor Profile
  • The applicant must not exceed the age limit of 45 years.
  • The applicant must possess a Regular Masters degree in Clinical/Counseling Psychology OR Masters in Social Work (MSW) with specialization in medical and psychiatric.
  • OR The applicant must possess a Regular Graduation in Psychology (6 units), Social Work, or Home Science (Human Resources) from a University Grants Commission (UGC) recognized College and a Diploma in Guidance and Counseling from a recognized Institution.
  • The applicant must have a minimum of 1 year experience in Counseling.
  • The applicant must possess a 15 years residence certificate.
  • The applicant must possess knowledge of Konkani.
  • The applicant should possess knowledge of Marathi.
Eligibility for the Supervisor Profile
  • The applicant must not exceed the age limit of 45 years.
  • The applicant must possess a Regular Masters Degree in Clinical/Counseling Psychology OR Masters in Social Work (MSW) with specialization in medical and psychiatric.
  • The applicant must possess a Diploma in Guidance and Counseling from a recognized institution.
  • The applicant must have a minimum of 3 years experience in Counselling.
  • The applicant must have experience of conducting training and workshops.
  • The applicant must possess a 15 years residence certificate.
  • The applicant must possess knowledge of Konkani.
  • The applicant should possess knowledge of Marathi.
  • The applicant should possess a Master of Philosophy (M. Phil) or Doctor of Philosophy (Ph. D.) in Psychology.
Eligibility for the Data Entry Operator Profile
  • The applicant must not exceed the age limit of 45 years.
  • The applicant must have passed the Higher Secondary School Certificate Examination (HSSCE) from a recognized Institution.
  • The applicant must possess a certificate confirming completion of a course in Computer for a minimum period of 3 months from a recognized Institute.
  • The applicant must possess a 15 years residence certificate.
  • The applicant must possess knowledge of Konkani.
  • The applicant should possess knowledge of Marathi.

Application Process

Offline

*The process described below outlines the selection of contract staff (Counselors, Supervisor, Data Entry Operator) to implement the scheme for trainees.

Step 1: Committee Constitution

The Directorate of Skill Development & Entrepreneurship (DSDE) shall constitute a dedicated Committee for the specific purpose of selecting the Counselors, Supervisor, and Data Entry Operator.

Step 2: Conducting Selection Interviews

The Committee constituted by the Department shall conduct walk-in interviews as the official method for selecting the eligible candidates for the positions of Counselors, Supervisor, and Data Entry Operator.

Step 3: Contract Appointment and Renewal

Selected candidates will be appointed on a contract basis for a period of 12 months. The Directorate of Skill Development & Entrepreneurship may subsequently renew this contract strictly based upon the staff member's performance, which will be assessed by the aforementioned selection committee.
