Details
The Scheduled Caste Sub Plan aims to ensure that the expenditure under state schemes is proportionate to the Scheduled Caste population in the state. Separate budget provisions are made under budget sub-head 789, and specific guidelines have been issued by the planning department for this purpose. Each department involved in development is tasked with allocating necessary funds and setting targets for the number of families from Scheduled Castes to benefit from their identified schemes. This is to ensure that all government programs effectively reach Scheduled Castes and provide them with the actual benefits of development schemes. The flow of funds created by departments is proportionate to the Scheduled Caste population as per the 2011 census, which indicates that 17.83% of the state's total population belongs to Scheduled Castes. Most of these individuals still live below the poverty line, and the objective of this scheme is to improve their overall living conditions and work environments.
