The scheme “Sagar Khedu Sarvangi Vikas Yojana” was launched by the Energy and Petrochemicals Department, Government of Gujarat. The scheme aims to accelerate the process of development in 39 taluks of 15 districts of Sagar Kantha (Coastal Area). The scheme aims to resolve the problem of excessive tripping and faults in coastal areas due to corrosion and humidity, ensuring uninterrupted and quality power supply to consumers. The scheme provides improvement of distribution lines, construction of new 66 Kilovolt sub stations, and repair and modernization of transmission lines, along with provisioning 12,000 new agricultural electricity connections. The scheme is implemented by Gujarat Urja Vikas Nigam Limited (GUVNL). The Government provides share capital contributions to the corporation for execution.

Eligibility
The guidelines of the scheme do not define any specific eligibility criteria. However, the target groups benefiting from the infrastructure and connection provisions will be the following:

- Consumers residing within one of the 39 taluks of the 15 districts of the Sagar Kantha area.
- Farmer seeking a new agricultural electricity connection in the areas of Paschim Gujarat Vij Company Limited (PGVCL) company.

Application Process
Offline
- No application is required from individual citizens to avail benefits under the scheme.
- The Government of Gujarat grants administrative approval for the expenditure required for the scheme. Funds are released to the Implementing Agency 'Gujarat Urja Vikas Nigam Limited (GUVNL)' as a share capital contribution for infrastructure development and construction activities in designated areas.
Conditions for GUVNL
- Expenditure must be incurred within the budget provisions made for the financial year and within the limit of the amount allocated by the government. Unspent amounts must be surrendered at the end of the year.
- The expenditure must be made only for the purpose for which the budget provision was made; the amount cannot be used for any other purpose.
- Periodic certificates of expenditure utilization and monthly progress reports detailing expenditure must be submitted to the government.
- E-tendering provisions, as per resolutions by the Industries and Mines Department, must be strictly adhered to in tender processing under this scheme.
