This scheme, known as the 'Reimbursement Scheme for Visa Expenses for Employment Abroad for Construction Workers', aims to provide assistance to registered beneficiaries employed in building and other construction works when they receive better employment opportunities abroad. It is implemented under the provisions of the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, specifically Section 22(1)(h), and the Rajasthan Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2009, particularly Rules 57 and 58. The scheme is applicable to construction workers who are registered as beneficiaries under Section 12 of the Act and are regularly contributing to the fund. It is effective throughout the state of Rajasthan.
