The scheme “Rajbhasha Gaurav Puraskar Scheme for Writing Original Books in Hindi” has been launched by the Department of Official Language, Ministry of Home Affairs, Government of India, to encourage writing original books in Hindi and to promote the official language. Under the scheme, the citizens of India will be awarded as follows:

  • Rajbhasha Gaurav Puraskar for writing an original book in Hindi on Engineering, Electronics, Computer Science, Physics, Biology, Energy, Space Science, Medicine, Chemistry, Information Technology, Management, Psychology and contemporary topics like Liberalisation, Globalisation, Consumerism, Human Rights, Pollution.
  • Rajbhasha Gaurav Puraskar for writing original books in Hindi on the subjects of Law and Police Research, Forensic Science, criminology, police administration, etc.
  • Rajbhasha Gaurav Puraskar for writing an original book in Hindi on subjects related to Culture, Religion, Arts and Heritage, etc.

Objective:

(A) In various ministries/departments/offices/undertakings/banks, etc. of the central government, official work is also undertaken on technical subjects. Due to a lack of books on subjects like technical, science, judicial science, police, criminology research, police administration, culture, religion, arts, heritage, etc., and law, there is a difficulty in increasing the use of Hindi in official work. In addition, due to being less familiar with or not familiar with the Hindi vocabulary of these subjects, personnel face difficulties in doing official work in Hindi.
(B) A new category is being included to encourage original writing in Hindi by authors of the 'C' region.
(C) In addition, translation is an important means of disseminating knowledge and literature in English and scheduled Indian languages to the Hindi-speaking community. In the past years, many good translated books have also been received, which could not be included due to not having an award in this category. The vision of the Honourable Home Minister is to increase coordination between Indian languages and Hindi. Hence, a new category of books translated from English and other Indian languages into Hindi is being included under these awards. Thus, with the objective of promoting original book writing and excellent translated works in Hindi on the above subjects, the Department of Official Language has initiated this scheme.
(D) Only the Department of Official Language has been made the nodal department for different award schemes related to Hindi at the national level by various Ministries / Departments of the Central Government. It shall be mandatory to consult the Department of Official Language, Ministry of Home Affairs, before launching any other award scheme related to Hindi by any Ministry / Department in future so that repetition of the award scheme may be avoided.

General Conditions:

  1. In case of Author is more than one, each co-author must fill out the proforma separately.
  2. Under the scheme only those books that are original works of the author in Hindi, are accepted. Translated books are not accepted.
  3. Books awarded previously by any government organization will not become eligible. The author of the book must inform the Department of Official Language immediately if the book is awarded under any other award scheme before the declaration of the awards under the above-mentioned schemes.
  4. Under the scheme, books published from 1st January to 31st December are acceptable.
  5. The book should be an analytical review of the subject it deals with. Books written in the form of a thesis for a PhD, poems, novel, story, play etc., or textbooks will not be eligible under the scheme.
  6. The author/co-author will be responsible for facts and figures given in the book and must give references wherever possible as proof.
  7. If a person has received a prize under any scheme of the Department of Official Language during the preceding three years, his/her entry shall not be considered. However, a co-author, (if any) can participate in the scheme. The co-author will be given the amount proportionately.
  8. The books should contain at least 100 pages.
  9. If the Evaluation Committee arrives at a conclusion that none of the books, received as entries, is suitable for the award, the decision of the committee in this regard will be considered as final.
  10. In case the book selected for the award has more than one author the award money will be divided equally among them.
  11. Only books with ISBN will be accepted under the scheme.

Procedure for sending the entries:

Step 01: The applicants need to visit the official website of the department and download the application proforma.
Step 02: Fill out the author entry proforma with accurate details and send it to the department before the last date so declared.
Note 01: Applicant is required to send three copies of the book invariably with each entry. The copies will not be returned.
Note 02: An author may send only one entry under the scheme.

Evaluation Procedure of Books:

  1. Books will be evaluated by a committee constituted by the Department of Official Language based on the criteria set by the Department of Official Language. A Joint Secretary, Department of Official Language will be the Chairperson of the committee. If necessary, the Committee may include non-official renowned scholars/experts along with official members.
  2. The next of kin of the authors, who are sending their entries, will not be included in the Evaluation Committee.
  3. An official from the Ministry/Department concerned with the subject may be included in the Evaluation Committee for evaluation of the entries.
  4. The Evaluation Committee shall have the right to take advice from specialists/experts on the subject before deciding on a book.
  5. The evaluation committee will determine the assessment criteria themselves.
  6. In the absence of consensus about the award the decision will be made by the majority. In case for and against votes are equal on any decision, then the Chairperson shall have the right to vote to arrive at a decision.
  7. The Department of Official Language will take decision on recommendations made by the Evaluation Committee.

  • Decision regarding the award will be intimated through a letter/email to all the awardees and placed on the website of the Department of Official Language.
