The scheme aims to provide livelihood support to the interested beneficiaries to improve the livelihoods of the weaker sections of society. Through this scheme, a subsidy of 60% or 50% of the unit cost is provided to eligible beneficiaries for the establishment of one Goat / Sheep Unit (10+1).

Details
The scheme "Small Scale Goat / Sheep Farming (10+1 Capacity)" was launched by the Directorate of Animal Husbandry & Veterinary Services, Government of Odisha. It aims to provide livelihood support to interested small and marginal farmers and landless labourers, and to improve the livelihoods of the weaker sections, especially those belonging to ST & SC categories. Through this scheme, a back-ended subsidy is provided to eligible individual beneficiaries for setting up a goat or sheep farming unit comprising 10 female and 1 male animal. The scheme is implemented by the Directorate of Animal Husbandry & Veterinary Services, Odisha, through the Chief District Veterinary Officers (CDVOs), Deputy Directors (DDs), and Block Veterinary Officers (BVOs) across all districts of the state, under Sub-Scheme 3860 – Small Animal Development under the Umbrella Scheme "Prani Sampad Samruddhi Yojana."

Benefits
- 1. Cost of one Goat / Sheep Unit (10+1): Sl. Modalities of Implementation:
- The SC, ST, Women, Transgender, differently-abled categories beneficiaries will be provided with 60% subsidy of ₹61,200/- per Goatery / Sheepery unit & General (Male) beneficiary will be provided with 50% subsidy of ₹51,000/- per Goatery / Sheepery unit. The remaining amount will be arranged by the individual either through a bank loan or self-financing
- To ensure transparency, beneficiaries must make online payments (RTGS/NEFT/UPI) for any item costing ₹20,000/- or more. For such items, submission of the online transaction receipt is mandatory for subsidy release
- The selection of the beneficiary shall be made in a transparent manner by the BLIT, which will be scrutinised by CDVOs. Identification of beneficiaries must be made with Aadhar linking at the time of submission of the application
- The subsidy amount shall be released to the Aadhar-linked bank account of the beneficiary through DBT mode in two instalments
- No additional manpower or Consultants shall be engaged for the implementation of the scheme. This scheme shall be implemented with existing field staff
- Those beneficiaries who have availed subsidies in similar types of schemes of the Govt. of India or the State Government or through WSHGs previously shall not be included under this scheme again
- CDVO/ DD/ BVO, in consultation with the Lead District Manager (LDM) of the concerned district, shall take steps to arrange a bank loan to the individuals for the successful implementation of the scheme
- Quality checking of goats procured by the beneficiaries shall be ensured by the concerned BVOs. > Disbursement of Funds: 1. Back-ended subsidy will be provided through DBT mode in two phases, as 60% of the unit cost to SC, ST, Women, Transgender, differently-abled categories, and 50% of the unit cost only for Generals (Male) categories:
- First phase (40%) after completion of the shed
- Second phase (60%) after stocking of animals. 1. The subsidy amount shall be released to the Aadhar-linked bank account of the beneficiary through DBT mode in two instalments. 1. The CDVO may directly pay the amount towards the insurance premium as per the guidelines to the Insurance Company

Eligibility
- The applicant must be a resident of Odisha.
- The applicant must be interested in small, marginal farmers and landless labourers.
- The applicant must be willing to establish a new Goat/Sheep Unit (10+1 capacity) in individual mode.
- The applicant must have an Aadhaar linked at the time of submission of the application.
- The applicant must have a suitable proposed site for the establishment of the goat/sheep unit, verified by the Block Level Inspection Team (BLIT).
- The applicant proposal must be for a new project only (as verified by BLIT at the time of initial verification).
- The applicant must have, or be willing to arrange, the remaining cost (after subsidy) through a bank loan or self-finance.
Preference / Priority / Reservation:
- Priority is given to SC, ST, Women, Transgender, and Differently-Abled categories, who are eligible for 60% subsidy.
- General (Male) category applicants are eligible for 50% subsidy.
- The total target is 1,875 units for SC, ST, and General (including Women, Transgender, and Differently-Abled) beneficiaries.
- In case of non-availability of beneficiaries from a particular reserved category (SC or ST), the target may be interchanged among the reserved categories. If no beneficiary is available from any reserved category, the target may be allotted to the General category.
- District-wise targets are specified in Annexure-VI of the scheme guidelines.
Exclusions
- The applicant who have availed subsidies in similar types of schemes of the Government of India or State Government or through Women Self Help Groups previously shall not be included under this scheme again.

Step 1: The applicant interested in availing of the subsidy shall apply to the Go-Sugam Portal through a registration process by submitting the requisite documents.
Step 2: Visit the official website: https://sugam.odisha.gov.in/website/home
Step 3: Click on “Apply” and then click on “Register Now”
Step 4: On the registration page, fill in the mandatory details (Name, Email, Mobile Number, Address, and Password) and click on "Register". The login credentials will be sent to your registered Email ID / Mobile Number.

Step 2: Click on “Scheme & Services” and then select the scheme by its name.

Step 4: On the application page, fill in all the mandatory fields and upload the required documents in the appropriate file size and file type. Upon successful submission of the application, the applicant will get an Application Reference ID.
