The Pradhan Mantri Sahaj Bijli Har Ghar Yojana, also known as Saubhagya, was launched on October 11, 2017, with the aim of achieving universal household electrification by providing last mile connectivity and electricity connections to all households in both rural and urban areas of the country. The Government of Rajasthan submitted its intent to participate in the Saubhagya scheme on December 15, 2017. The funding pattern includes a 60% grant from the Government of India (GoI), with the remaining 40% covered by the state or utility (30% as a loan from banks/financial institutions and 10% as utility contribution). The GoI sanctioned ₹571.91 crores under Saubhagya on July 25, 2018, and an additional ₹593.91 crores for infrastructure under DDUGJY for Saubhagya on October 9, 2018, for Rajasthan Discoms. Further funds of ₹625 crores were sanctioned on January 16, 2019, for additional infrastructure and off-grid households. Under the scheme, free domestic connections are provided to Below Poverty Line (BPL) and poor applicants as per the Socio Economic Caste Census (SECC) criteria, while others must deposit ₹500 towards the demand notice amount. If the estimated cost of electrification exceeds ₹1 lakh, off-grid electrification through the installation of a 200/300 Wp capacity solar plant is to be done. The work orders for household electrification were awarded to existing DDUGJY plan contractors and/or CLRC contractors, with the remaining awarded on a turnkey basis. The work in Jaipur Discom was completed by March 2019, in Ajmer by December 2020, and some off-grid work is pending in Jodhpur and Bikaner, expected to be completed by February 2021.

Eligibility
All households, with free connections for BPL and poor applicants as per SECC criteria. Others must pay a nominal fee.
Exclusions
Households with an estimated electrification cost exceeding ₹1 lakh may not receive a free connection.
