The National Handicapped Finance and Development Corporation (NHFDC), New Delhi, through the Rajasthan Scheduled Caste and Scheduled Tribe Finance and Development Corporation Ltd, provides loans to persons with disabilities at concessional interest rates for self-employment. Loans are available for self-employment and higher education through NHFDC. Eligibility criteria include being a resident of Rajasthan, having a disability of 40% or more (as certified by a medical board), being between 18 to 60 years of age, and possessing relevant educational, technical, or vocational qualifications and experience. Note: For cases related to mental disabilities, the age limit is relaxed to 14 years instead of 18 years. The NHFDC offers loans ranging from ₹50,000 to a maximum of ₹5 million for income-generating self-employment and educational/technical/vocational training. The interest rates vary based on the loan amount, with a maximum repayment period of 10 years and a moratorium period of 3 months. Borrowers who repay on time can receive a discount of 1% after 50% repayment and an additional 1% upon full repayment, totaling a 2% discount. Under the Chief Minister's Special Persons Self-Employment Scheme, a grant of 50% of the project cost, up to a maximum of ₹50,000, is provided for self-employment/business with a project cost of ₹5 lakh or less.
