The scheme “Mukhyamantri Yuva Annadoot Yojana” was launched by the Department of Food, Civil Supplies and Consumer Protection, Government of Madhya Pradesh. The scheme aims to provide unemployed youth/women with employment opportunities under the Micro, Small and Medium Enterprises scheme by making vehicles available for lifting and transporting food grains from the Madhya Pradesh State Civil Supplies Corporation center to fair price shops, thereby enabling them to be self-reliant for 7 years. The scheme provides benefits including an interest subsidy/grant for 7 years and a maximum refund of the Credit Guarantee Fund Trust for Micro and Small Enterprises fee of up to ₹1,25,000/-. The applications for this scheme are accepted online at the Samagra Portal or through the MP Online Kiosk Center.

Benefits

  • - Interest Subsidy/Grant: A 3% interest subsidy/grant is provided for 7 years.- CGTMSE Fee Refund: A maximum refund of the Credit Guarantee Fund Trust for Micro and Small Enterprises fee of up to ₹1,25,000/- is provided.- Maximum Vehicle Cost Covered: The scheme supports the purchase of vehicles with an approximate cost of up to ₹25,00,000/-.- Payment for Transportation: Payment for the transportation of food grains and handling expenses is provided as per the fixed rate for the sector. Disbursement
  • Mode of Payment: The payment for transportation of food grains and handling expenses for the sector will be paid directly into the bank account of the beneficiary monthly by the Madhya Pradesh State Civil Supplies Corporation.- Penalty Provision: If the food grain is not transported on time to the designated fair price shop, 33% of the total monthly transport rent/fare on the concerned fair price shop may be deducted from the beneficiary& 39;s transport rent/fare. This penalty deduction will only occur after a hearing has been granted by the designated Supply Officer/Collector. Conditions
  • The beneficiary must ensure the purchase of a vehicle within the capacity range of 7.5 Metric Tons (+/- 10%)
  • The beneficiary must utilize the vehicle for lifting and transporting allocated food grains from the Madhya Pradesh State Civil Supplies Corporation center to the fair price shops for 7 years
  • The beneficiary must obtain a bank loan, as the Central Bank of India is designated to provide the loan for vehicle purchase

Eligibility

  • The applicant must be a native resident of the rural or urban local body of the concerned district of Madhya Pradesh.
  • The applicant must be aged between 18 and 45 years.
  • The applicant must have passed the 8th standard in educational qualification.
  • The applicant must possess a Heavy Motor Vehicle driving license to operate the vehicle.
  • The applicant must have clearance from the bank for obtaining the loan (defaulter status must be 'No').
  • The applicant must not be a Government servant or pensioner.
  • The applicant must not have annual family income exceeding ₹12,00,000/-.
  • The applicant must not be involved in any criminal activity or have a criminal background.
  • The applicant must not be currently benefiting from any other self-employment scheme.

  • The individuals having a maximum annual family income exceeding ₹12,00,000/-.
  • The individuals involved in any criminal activity or who have a criminal background.
  • The individuals currently benefiting from any other self-employment scheme.

Application Process

Online

Step 1: Visit the Samagra portal. Click on “Create Profile”. Fill in the required basic details such as Name, Mobile Number, Gender, Email ID, Date of Birth, etc. Click on “Next.”
Step 2: To verify your basic details, re-enter your Date of Birth and Mobile Number, enter the Captcha Code, and click on “Profile Banaye”. An OTP will be sent to your registered mobile number. Enter the OTP to verify your profile.
Step 3: To complete Aadhaar e-KYC, enter your Aadhaar Number, Registered Mobile Number, and Captcha Code. Click on “Send OTP” and verify using the Aadhaar OTP to complete the e-KYC process.
Step 4: Navigate to the online form of the scheme. In the form, fill in all the mandatory fields and upload all the mandatory documents in the specified format and size. Ensure that all documents are clear, legible, and in the accepted file format before uploading.
Step 5: Information regarding the selected truck manufacturer/company, model, and maximum cost is also available on the departmental portal, and the applicant may select any truck model from the authorized list.
Step 6: Carefully review all the information provided and the documents uploaded. Make any necessary corrections. Click the "Submit" or "Apply" button to submit your application. You'll receive a confirmation message.
*A fee of ₹100/- is stipulated for submitting the required affidavit (Declaration of non-Government servant, no criminal case, and true information) on a stamp paper.

Loan Processing through the Bank

The loan application should be processed through the bank, or the applicant may seek pre-sanction for the loan themselves, as the loan for vehicle purchase will be provided by the Central Bank of India, which will review the suitability for the loan.

Post-Application Process

Step 1:**** Eligibility Assessment and Loan Processing

  • Upon receipt of the application, the Department will conduct an examination of the applicant's general eligibility.
  • The Central Bank of India will conduct the testing of the application's suitability for the loan.

Step 2:**** Selection and Allotment

  • If more than one eligible application is received for a single sector (area), the beneficiary will be selected through a lottery system (drawing of lots) in a transparent manner by the State Level Committee and the Food, Civil Supplies, and Consumer Protection Department.
  • Once the loan is sanctioned, the department will facilitate the loan approval process.

Step 3:**** Completion of Documents/Deficiencies (If Required)

  • If the District Supply Officer/Collector finds any document or deficiency in the submitted application, the applicant will be immediately informed.
  • The applicant must ensure the completion of the required documents/deficiencies online within 7 working days from the date of receiving the intimation.
