The "Mukhya Mantri Bhed/Bakri (Sheep/Goat) Palak Uthan Yojana for Scheduled Castes" scheme is introduced by the Animal Husbandry and Dairying Department, Government of Haryana, which aims to uplift Scheduled Caste beneficiaries by providing them with sheep or goat units. Through this scheme, 10 female and 1 male sheep/goat units are provided free of cost. Through this scheme, free sheep or goat units, veterinary assistance, and assistance for purchasing wool are provided to unemployed residents of Haryana. The scheme is implemented by the Haryana Livestock Development Board (HLDB).

Long-term objectives of this scheme are as follows:

  1. To create self-employment opportunities through Sheep and Goat husbandry activities.
  2. To upgrade and develop the Sheep and Goat breeds/germ plasm available in the State.
  3. To increase income generation opportunities for the economically weaker segment of society.

Benefits

  • 1. Sheep Unit: 20 Ewes and one Ram with Green Fodder cum Salt Block Feeder free of cost. 1. Goat Unit: 20 Does and one Buck with Green Fodder cum Salt Block Feeder free of cost.1. Veterinary Assistance: All animals in the established unit will receive deworming vaccination and treatment free of cost by the concerned Veterinary Institution.1. Wool Purchase Assistance: Assistance for purchasing wool from the established unit will be provided by the department. Financial Assistance in form of subsidy for establishment of Sheep/Goat unit under the Scheme:- 1. 100% subsidy for the establishment of a Sheep and Goat unit of 10 females and 1 male would be provided to the Scheduled Caste (SC). 1. Initially beneficiary has to bear purchase cost of Sheep and Goat unit by there-own for 25% of the unit cost which will be of ₹17 500/- per unit as margin money (proof for the same should be given by beneficiary) which would be provided to beneficiary account later on as per scheme guidelines. 1. In the case of SC Category the Haryana Livestock Development Board (HLDB)/Government will provide financial assistance of 75% of the unit cost (₹52 500/- per unit) on the establishment of the livestock unit after the purchase of livestock to the seller within 15 days upon submission of all requisite documents. 1. The financial assistance of balance 25% of unit cost (₹17 500/- per unit) in case of SC beneficiaries would be provided by the HLDB/Government in form of subsidy to beneficiary after two months of establishment of unit subject to verification of unit after purchase of all cases preferably by Deputy Director concerned himself or its representative not below the rank of Sub Divisional Officer/Semen Bank Officer other than purchase committee. 1. Beneficiaries shall have to purchase a complete/whole Sheep/Goat unit of 10+1 in one slot and only one beneficiary per household could take the benefit of either Sheep or Goat unit under the scheme. 1. The financial assistance would be provided to the account of the seller through Concerned Semen Bank officer by the Managing Director HLDB out of the head of overall receipt of Milk Cess funds after verification and recommendation of the unit established by the Deputy Director concerned or its representative not below the rank of SDO/ SBO. The financial assistance may be delayed due to the unavailability of the budget or any other unforeseen circumstances. 1. The beneficiary would be provided veterinary assistance facilities (Treatment vaccination and consultancy) by the concerned area veterinary institutions free of cost. Assistance for the purchase of wool from an established unit would be provided by the Department

Eligibility

  1. The applicant should be a Scheduled Caste
  2. The applicant should be of 18 to 55 years of age.
  3. The applicant should be a resident of Haryana
  4. The applicant should be a Parivar Pehchaan Patra (PPP).
  5. The applicant should not be employed even in the Private Sector/ Govt. /Semi Govt. Organizations.
  6. There would be no mandatory educational qualifications or training requirements.
  7. Any group/firm/organisation would not be permitted to apply under the Scheme, as the Scheme being individual beneficiary-oriented.
  8. The applicant would have to submit a Self-Declaration in the format annexed as Annexure-I (Page-9) on the portal for being unemployed and for undertaking to abide by other conditions as required under the Scheme.

Registration Process on Antyodaya-SARAL Portal:

Step 01: The eligible applicant may apply online through the Official Portal- Antyodaya-SARAL Portal. https://saralharyana.gov.in/
Step 02: If the applicant is not registered on the portal, he/she gets registered there.
Step 03: For registration, click “New User” under ‘Sign In Here’ and fill in all the mandatory details, i.e. Name, Email ID, Mobile Number, Password & State. Click on ‘Submit’.
Step 04: Verify your mobile number and email ID through the received OTP and complete the registration process.

Login to apply for the scheme:

Step 01: To avail the benefits of the scheme, visit the Official Antyodaya-SARAL Portal and log in through the email ID used while registering.
Step 02: Enter Password & Captcha and click on ‘Login’.
Step 03: After successful login, click on ‘Apply for Services’ and then ‘View all Available Services’
Step 04: Now, you can search for the scheme and click on the scheme to go ahead and fill out the application form.
Step 05: Enter your Parivar Pehchan Patra number - Family ID and click on “Click here to Fetch Family Data”, which displays the family members registered under the given Family ID.
Step 06: Select the beneficiary/applicant name and enter the OTP that is being sent to the selected family member for verification. Click on “Click to Verify”
Step 07: Fill in all the mandatory details and upload all the mandatory documents.
Step 08: Preview the application form and click on ‘Submit’.

Tracking of Application:

  • Applicants can track their applications through the Official Antyodaya-SARAL Portal by entering their Department Name, Scheme Name, and Application Reference ID.
