The Meghalaya Sericulture and Weaving Scheme, implemented by the Department of Textiles under the Planning, Investment Promotion & Sustainable Development Department of the Government of Meghalaya, is a credit-linked scheme that provides up to 75% financial assistance on the total project cost to support entrepreneurs and collectives in starting sericulture and weaving activities. The scheme focuses mainly on Eri silk, a traditional and exclusive fabric of Meghalaya, and also supports Muga silk due to the state’s favorable climate. It aims to promote the silk industry by helping set up grainages for producing Disease-Free Layings (DFL), spinning or reeling and natural dyeing units, and weaving units, thereby unlocking entrepreneurial potential and placing Meghalaya yarn and fabric on the international silk map.

Eligibility
For Collectives (Registered & Unregistered Entities):
- The collective must be based in the village where the program is being implemented.
- The registered entity must have at least 10 members.
- The collective must have prior experience in spinning and weaving, with a bonafide certificate from the District Sericulture Officer/District Handloom Officer stating that at least 5 members are spinners, reelers, or weavers, or valid Handloom ID cards for at least 5 weavers issued by the Government of Meghalaya.
- The collective should employ a minimum of 5 spinners or weavers, supported by an undertaking.
- The collective applying for Grainage must have staff with a minimum educational qualification of 10th pass and a bonafide certificate from the District Sericulture Office confirming at least 2 years of experience in the production of layings.
- The collective must have an active bank account and submit bank statements for the last 6 months.
- The collective must have been operating for at least two years.
- The collective must possess land, either self-owned or leased, verified by the competent authority.
For Individuals:
- The individual must be a permanent resident of Meghalaya.
- The individual must have completed training in spinning or weaving, supported by a certificate from a registered training provider, a bonafide certificate from the District Sericulture Officer/District Handloom Officer, or a valid Handloom ID issued by the Government of Meghalaya.
- The individual applying for Grainage must have a minimum educational qualification of 10th pass and at least 2 years of experience in the production of layings, certified by the District Sericulture Office.
- The individual must be between 18 and 58 years of age.
- The individual must not be a credit defaulter from any bank.

Application Process
Online
Step 1: Visit the official website of the scheme and click on the “Login to Apply” button to start the application process. Carefully read all the instructions provided on the website before proceeding.
Step 2: If you are a first-time user, click on “Registration for New User” and complete the registration process to create your account.
Step 3: Select your Authentication ID from the available options, such as
- PDS (Ration Card)
- Election Photo ID Card (EPIC).
Step 4: Enter your card number, select your name from the displayed list, and click on “Next” to continue.
Step 5: Your EPIC ID will appear on the screen. If the details are correct, click on “Accept.” If the details are incorrect or rejected, manually enter your EPIC number and proceed.
Step 6: Click on “Validate” to verify the entered EPIC number, and then click on “Next” to move to the application form.
Step 7: Fill in all required details in the application form, upload the necessary documents, carefully review all the information, and click on “Submit.” After successful submission, you will receive a unique application number for future reference.
Sign In
Step 1: Click on “Sign In” and choose your preferred sign-in method from Mobile Number, PDS, EPIC, or Member ID.
Step 2: Enter your User ID and Password, then click on “Login” to access your account.
Step 3: After logging in, click on “Apply for Services/Scheme” to start your application.
Step 4: Fill in all the required details in the application form, upload the necessary documents, carefully review the information, and click on “Submit.”
