Details
The Meghalaya Motorcaravan Scheme is a component of the CM-ELEVATE Program under the Tourism Department, Government of Meghalaya. The scheme aims to promote alternative tourism models and encourage rural and eco-tourism by supporting motorcaravan (campervan)–based travel experiences. It provides 50% financial support on the project cost and facilitates credit access through partner banks, enabling entrepreneurs to purchase and operate motorcaravans across the state. Through this initiative, the government seeks to create new tourism opportunities, support local entrepreneurship, and enhance sustainable travel experiences in Meghalaya.
Benefits
- Down Payment/Margin Money Support: Total down payment will be 50% of the price of the vehicle. Of this: 1. 5% of the caravan price is to be paid by the entrepreneur to the bank. 1. 45% of the caravan price will be paid by the Government of Meghalaya to the entrepreneur through the bank. EMI Support: 1. To reduce the operational cost burden in the first year the Government of Meghalaya will pay 5% of the vehicle cost distributed equally over twelve months as EMI co-payment. Additional Support 1. Vehicles will be installed with GPS devices with a 5-year warranty the cost of which will be borne by the government (one-time only). 1. Branding cost of the vehicle will be borne by the entrepreneur and included in the total project cost. Maximum Government Support: 1. Maximum support will be 50% of the project cost or ₹25 00 000 whichever is lower. 1. Vehicle permit costs will be borne by the entrepreneur

Eligibility
Individuals
- The applicant must be between 18 and 58 years of age.
- The applicant must hold a valid driving license.
- The applicant must be a permanent resident of Meghalaya.
- The applicant must have a minimum of 3 years of experience in the tourism service sector.
- The applicant shall not be a credit defaulter from any bank.
For Registered Entities:
- The entity must be a recognized and registered tourism operator or tourism society with the Tourism Department, Government of Meghalaya.
- The entity must have a minimum of 3 years of experience in the tourism service sector.
- The entity shall not be a defaulter at any financial institution.
- The entity must provide an Incorporation Certificate or registration certificate, whichever is applicable.
- The entity shall not be a credit defaulter from any bank.
For Unregistered Entities:
- The entity can be any unregistered organization such as village organizations, self-help groups, or traditional communities based in Meghalaya.
- The entity must be actively involved in the tourism sector.
- The entity must have a minimum of 3 years of experience in the tourism service sector.
- The entity shall not be a credit defaulter at any financial institution.
Exclusions
Individuals
Applications shall not be ordinarily considered for the following
A. Following individuals (currently employed as full-fledged or contractual, or retired and drawing pension) and their Immediate family members which includes spouse, parents, and children up to the age of 30
i. State and Central Government employees ii. Employees of public sector undertakings, subsidiaries of public sector undertakings and divisions of public sector undertakings etc.
iii. Any individual whose job is concerned with politics such MLAs, MLCs, MPs etc. or seeking to hold a similar position in government iv. Registered class-1 contractors v. Consultants who are currently engaged with state or central government vi. Pressure groups and organizations that are primarily political in nature shall not be ordinarily considered
B. Only one member from a family is eligible for the scheme.
Registered Entities
Applications shall not be ordinarily considered for the following
A. State and Central Government employees
B. Employees of public sector undertakings, subsidiaries of public sector undertakings and divisions of public sector undertakings etc.
C. Any individual whose job is concerned with politics such MLAs, MLCs, MPs etc. or seeking to hold a similar position in government
D. Registered class-1 contractors
E. Pressure groups and organizations that are primarily political in nature shall not be ordinarily considered
F. Consultants who are currently engaged with state or central government.
Unregistered Entities
Applications shall not be ordinarily considered for the following

Application Process
Online
Step 1: Visit the official website of the scheme and click on the “Login to Apply” button to start the application process. Carefully read all the instructions provided on the website before proceeding.
Step 2: If you are a first-time user, click on “Registration for New User” and complete the registration process to create your account.
Step 3: Select your Authentication ID from the available options, such as
- PDS (Ration Card)
- Election Photo ID Card (EPIC).
Step 4: Enter your card number, select your name from the displayed list, and click on “Next” to continue.
Step 5: Your EPIC ID will appear on the screen. If the details are correct, click on “Accept.” If the details are incorrect or rejected, manually enter your EPIC number and proceed.
Step 6: Click on “Validate” to verify the entered EPIC number, and then click on “Next” to move to the application form.
Step 7: Fill in all required details in the application form, upload the necessary documents, carefully review all the information, and click on “Submit.” After successful submission, you will receive a unique application number for future reference.
Sign In
Step 1: Click on “Sign In” and choose your preferred sign-in method from Mobile Number, PDS, EPIC, or Member ID.
Step 2: Enter your User ID and Password, then click on “Login” to access your account.
Step 3: After logging in, click on “Apply for Services/Scheme” to start your application.
Step 4: Fill in all the required details in the application form, upload the necessary documents, carefully review the information, and click on “Submit.”
