Details

The Meghalaya Agriculture Warehouse Scheme, under the Chief Minister’s CM-ELEVATE Program by the Planning, Investment Promotion & Sustainable Development Department, Government of Meghalaya, focuses on enhancing agricultural infrastructure through the establishment of warehouses across the state. It aims to reduce post-harvest losses, stabilize market prices, and improve farmer incomes. The scheme offers easy credit access via partner banks and substantial government subsidies to ease entrepreneurs’ financial burden. Implemented by the Meghalaya Basin Management Agency (MBMA), it supports individuals and registered entities in creating weatherproof storage for agricultural produce, enabling value addition, market linkages, and long-term storage for the farming community.


Benefits

Eligibility

For Individuals:

  1. The applicant should be between 18 and 58 years of age.
  2. The applicant should be a permanent resident of Meghalaya.
  3. The applicant should have ownership of the land where the warehouse is proposed or leased land for at least the next 10 years.
  4. The applicant should not be a credit defaulter of any bank.

For Registered Entities:

  1. The applicant should be based in the village where the program is being availed.
  2. The applicant should have an active bank account and submit the bank statement of the last six months.
  3. The applicant should have been in operation for at least two years.
  4. The applicant should possess land, either self-owned or leased, duly verified by the competent authority.
  5. The applicant should not be a credit defaulter of any bank.

Exclusions

Individuals
Applications shall not be ordinarily considered for the following:
A) Pressure groups and organizations that are primarily political in nature shall not be ordinarily considered
B) Only one member from a family is eligible for the scheme
C) Following individuals (currently employed as full-fledged or contractual, or retired and drawing pension) and their immediate family members which includes spouse, parents, and children up to the age of 30:
i. State and Central Government employees ii. Employees of public sector undertakings, subsidiaries of public sector undertakings, and divisions of public sector undertakings etc.
iii. Any individual whose job is concerned with politics such as MLAs, MLCs, MPs etc. or seeking to hold a similar position in government iv. Registered class-1 contractors v. Consultants who are currently engaged with state or central government
Registered Entities
Applications shall not be ordinarily considered for the following:

Application Process

Online

Step 1: Visit the official website of the scheme and click on the “Login to Apply” button to start the application process. Carefully read all the instructions provided on the website before proceeding.
Step 2: If you are a first-time user, click on “Registration for New User” and complete the registration process to create your account.
Step 3: Select your Authentication ID from the available options, such as

  • PDS (Ration Card)
  • Election Photo ID Card (EPIC).

Step 4: Enter your card number, select your name from the displayed list, and click on “Next” to continue.
Step 5: Your EPIC ID will appear on the screen. If the details are correct, click on “Accept.” If the details are incorrect or rejected, manually enter your EPIC number and proceed.
Step 6: Click on “Validate” to verify the entered EPIC number, and then click on “Next” to move to the application form.
Step 7: Fill in all required details in the application form, upload the necessary documents, carefully review all the information, and click on “Submit.” After successful submission, you will receive a unique application number for future reference.
Sign In
Step 1: Click on “Sign In” and choose your preferred sign-in method from Mobile Number, PDS, EPIC, or Member ID.
Step 2: Enter your User ID and Password, then click on “Login” to access your account.
Step 3: After logging in, click on “Apply for Services/Scheme” to start your application.
Step 4: Fill in all the required details in the application form, upload the necessary documents, carefully review the information, and click on “Submit.”
Note:
Online Submission: Apply via the CM-ELEVATE Portal with all required documents as per the eligibility criteria
Screening: Applications will be verified based on submitted documents by the Meghalaya Basin Management Agency (MBMA). Shortlisting will be done after document verification
Interview & Inspection: Shortlisted applicants may undergo personal interviews conducted by the State Level Evaluation Committee and a physical inspection of the proposed land to verify ownership or lease
Final Approval: The State Level Evaluation Committee, headed by the CEO/ED of MBMA with banking partners as members, will evaluate and recommend applications for sanction.
