The Logistics Excellence, Advancement, and Performance Shield (LEAPS) scheme under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India, is a flagship initiative designed to acknowledge and celebrate best practices and innovations within the logistics industry. In line with the National Logistics Policy 2022, LEAPS aims to create a new benchmark in India as well as globally by recognizing outstanding leadership and innovative endeavours across various sectors of the logistics industry, including air, road, sea, rail freight, warehousing, and multimodal transportation. It also recognizes MSMEs, startups, and academia that provide innovative solutions across the logistics ecosystem.
LEAPS also raises awareness about sustainability, ESG (Environmental, Social, and Governance) practices, and green logistics, while promoting collaboration between government, industry, and academia to drive progress and efficiency. Building upon the foundation laid by the PM GatiShakti National Master Plan and the National Logistics Policy, LEAPS endeavours to further enhance India’s logistics infrastructure and efficiency. It aims to create a technologically enabled, integrated, and sustainable logistics ecosystem. This is the 4th edition of LEAPS.

Eligibility
A. Core logistics and Special categories
- The applicant must be a company registered in India under the Companies Act of 2013 or a partnership firm registered under the Limited Liability Partnership Act of 2008.
- The entity must possess all relevant trade-specific registrations, such as GST Registration, etc.
- The entity, its promoters, or any of their affiliated entities must not have incurred any defaults in the last three fiscal years (FY 2022-23, 23-24, 24-25).
- The entity must submit audited financial statements (balance sheet, profit & loss account) for the last three financial years (FY 2022-23, 23-24, 24-25).
B. Startups - The startup should be a DPIIT recognized startup. The entity must submit their certificate of incorporation or partnership deed.
- The entity must have a hardware or software product or a process solution that is present in the market.
- The entity must have all applicable trade or trade-specific registrations (Example: FSSAI, MSME, GST Registration, etc.)
- The entity, its promoters, or any of their affiliated entities must not have incurred any defaults in the last three fiscal years (FY 2022-23, 23-24, 24-25).
- The entity must submit audited financial statements (balance sheet, profit & loss account) for the last three financial years (FY 2022-23, 23-24, 24-25).
C. MSMEs - The entity should be a recognized MSME entity (Udyam Aadhar). The entity must submit their certificate of incorporation or partnership deed.
- The entity must have all applicable trade or trade-specific registrations (example: MSME, GST Registration, etc.)
- The entity, its promoters, or any of their affiliated entities must not have incurred any defaults in the last three fiscal years (FY 2022-23, 23-24, 24-25).
- The entity must submit audited financial statements (balance sheet, profit & loss account) for the last three financial years (FY 2022-23, 23-24, 24-25).
D. Institutions: - Institution must also be officially registered with the appropriate educational or governmental authorities.
- This should include accreditation from national or regional educational bodies.
Exclusions
Note (Applicable to all Category): The entity should be in operations for at least 3 financial years. For FY 2024-25, provisional financial statement may be considered.
