This scheme will cover both the land owner and the landless farmer. Farmers will not need to pay any kind of crop insurance premium under this scheme and they will be provided financial assistance directly by the government in the event of crop loss.

- This scheme will be voluntary for all farmers.
Note: Under the scheme, special efforts will be made to ensure maximum coverage of SC/ST/Women/Paharia Tribe/Primitive Tribe farmers.
Exclusions
Those farmers whose family members themselves or one or more members fall in the following category will not be eligible to participate in this scheme:
- Former and present members of Rajya Sabha / Lok Sabha / Legislative Assembly / former or present ministers of the state government / present chairpersons of municipal bodies / present chairpersons of Zilla Parishad.
- All working or retired officers and employees of autonomous institutions under the Central or State, Departments and their regional units/State Government Ministries/PSEs and attached offices, and regular employees of local bodies (except employees of Multitasking Staff/Group-IV/Group-D)
- All superannuated/retired pensioners whose monthly pension is ₹10,000/- or more. (Except Multitasking Staff/Group-IV/Group-D personnel)
- All persons paying income tax in the last assessment year.
