The scheme aims to promote the growth of IT, ITES, Internet Service Provider, and Telecom Service Provider industries in Uttarakhand by supporting startups, and creating employment opportunities for local youth through policy incentives and initiatives.

The benefits under this policy can be availed through the Information Technology Development Agency (ITDA), an organization under the State’s IT Department. Beneficiaries can receive subsidies and other incentives as per the procedures prescribed by the State’s Industries Department.
