Details

The scheme “Deen Dayal Upadhyaya Swavalamban Yojana” has been implemented by the Department of Finance, Planning & Investment, Government of Arunachal Pradesh, to promote entrepreneurship among unemployed youth by supporting viable, bankable self-employment projects. Through this scheme, loan support and capital subsidy are provided to eligible beneficiaries for establishing commercially viable enterprises. The scheme is implemented by the Department of Finance, Planning & Investment through District Level Screening Committees (DLSCs) in coordination with banks.
The Arunachal Pradesh Innovation & Investment Park (APIIP) functions as an institutional facilitation and incubation partner for DDUSY. From the current implementation cycle onwards, the State Government has earmarked 50 (fifty) beneficiary quotas under DDUSY for APIIP. Under this arrangement, APIIP is authorised to identify and recommend 50 eligible startups that are selected under the Arunachal Pradesh Entrepreneurship Development Program (APEDP) for support under DDUSY.

While DDUSY remains the financial support scheme providing subsidy and loan benefits, APIIP acts as a structured selection and incubation channel, ensuring that beneficiaries recommended under its quota are entrepreneurially trained, project-ready, and aligned with innovation and startup-led enterprises. Final financial assistance under DDUSY continues to be governed by DDUSY guidelines, bank appraisal, and compliance with eligibility conditions.


Benefits

  • 1. The applicant receives a 40% front-ended capital investment subsidy to eligible beneficiaries for setting up small and medium enterprises. 1. The applicant can avail of a loan ranging from ₹10 00 000/- up to ₹50 00 000/- for the project cost excluding the cost of land and building. 1. The applicant (specifically women entrepreneurs) is eligible for an additional 5% interest subsidy annually provided the entrepreneur does not become a Non-Performing Asset (NPA). 1. Eligibility

  1. The applicant must belong to Arunachal Pradesh.
  2. The applicant must be an unemployed individual.
  3. The applicant must be between 18 and 45 years of age.
  4. The applicant must have a minimum educational qualification of Class XII passed or its equivalent (10+2).
  5. The applicant must possess a bankable and viable project proposal in any of the following sectors:
  • Food-processing units in agriculture, horticulture and allied sectors include packaging, cold chain, cold storage, milk processing, etc.
  • Eco-tourism, including home stays and tour operators.
  • Traditional textile weaving forthe modernisation of traditional looms and purchase of new looms to start a new weaving unit.
  • To be set up Small-scale manufacturing units/bamboo processing units/service centres/ diagnostic

Preference/Priority/Relaxation:

  1. The applicant will be given preference if they hold a Degree/Diploma in Tourism & Hospitality, Information Technology (IT), or from an Industrial Training Institute (ITI).
  2. The applicant will be given preference if they contribute more than the minimum mandatory own contribution.
  3. The applicant will be given preference for opening medical clinics or diagnostic centers in Border Community Development (CD) blocks.
  4. The applicant will be given preference if the project is a manufacturing unit.


Exclusions

  1. The applicant cannot include the cost of land and building in the project cost for subsidy calculation.
  2. The applicant is ineligible for the annual interest subsidy if they become a Non-Performing Asset (NPA).

Application Process

Online

Step 1: Visit the official page of the DDUSY: https://ddusyarunachal.in/ and click on the menu option at the top-right corner of the homepage.
Step 2: From the menu, click on “Register”. Fill in the required details such as name, email ID, phone number, username, and password, and submit the registration form.

Step 3: After successful registration, a window with information text will appear on the screen. On this window, click on the “Click here to login” option shown in red colour.
Step 4: A login window will open in a new tab. Enter your username or email ID and password, then click on “Login”.
Step 5: After logging in, a new dashboard will open with multiple options. Click on “Fill Up the DDUSY 2025 Form” to begin your application.
Step 6: Provide the following details carefully:

  • Basic Information: Select your District and Block, and enter your name and address. - Business Idea: Select the type of business you want to start, such as a Homestay, a Food Shop, or other eligible activities. - Project Cost: Enter the total amount of money required for your project. (The total project cost must not exceed ₹50,00,000/-.) - Family and Bank Details: Fill in details related to your family background and bank account. - Form Entry Note: If the form asks for a numerical value (for example, Fixed Deposit amount) and you do not have one, enter 0. Do not leave the field blank. - Guarantor Details: Enter the name and address of the guarantor, who is the person supporting your loan application. - Financial Projection (Money Plan): Estimate how much income your business will earn and how much it will spend during the first year. Provide honest estimates, as these figures will be discussed during the interview stage.
    Step 7: Upload Documents and Submit:

  • Upload Your Papers: You need to upload pictures or PDF files of your Aadhaar Card, Address Proof, ST Certificate, and a Concept Note (a 3-page letter explaining your business plan). - Check Everything: Look over all the pages one last time to make sure there are no mistakes. If you see a mistake, click "Previous" to go back and fix it. - Submit: Click the "Submit" button. - Save Your ID: A message will pop up with an Application ID. Write this number down! You can use it on the website later to see if your application has been approved or if the officers are still checking your documents.
