The Chief Minister’s Green Taxi Scheme, part of the CM-ELEVATE Program by the Planning, Investment Promotion & Sustainable Development Department, Government of Meghalaya, promotes clean mobility and green entrepreneurship in the Greater Shillong Planning Area (GSPA). The scheme targets pollution reduction, electric vehicle adoption, and support for individuals, SHGs, and cooperatives.
Entrepreneurs can receive up to 50% financial support on a vehicle’s on-road cost—5% by the entrepreneur and 45% by the Government—including EMI subsidy, branding assistance, and scrappage incentives. Implemented by the Urban Affairs Department with loans facilitated by partner banks, the scheme covers select Tata EV models with a ₹5 lakh subsidy cap. It aims to improve air quality, encourage sustainable transport, and contribute to Meghalaya’s $16 billion economy vision by 2032.

Eligibility
For Individual:
- The applicant must be a permanent resident of Meghalaya.
- The applicant must be between 18 and 58 years of age.
- The applicant must hold a valid driving license.
- The applicant must be a resident of the Greater Shillong Planning Area (GSPA).
- The applicant must not be a credit defaulter with any bank.
For Registered Entities
- The entity must provide a valid Incorporation Certificate or Registration Certificate, as applicable.
- The entity must be a recognized and registered taxicab operator, organization, Self Help Group (SHG), or cooperative based in the Greater Shillong Planning Area (GSPA).
- The entity must have a registered office or a license to operate city taxis in the Greater Shillong Planning Area.
- The entity must not be a credit defaulter with any bank.
Exclusions
Individuals
Applications shall not be ordinarily considered for the following:
i. Individuals currently employed either on a full time or contractual basis under the State or Central Government, as well as those retired and receiving a Government pension, along with their immediate family members (spouse, parents, and unmarried sons or daughters up to 30 years of age), provided that such sons or daughters are neither dependent nor employed (full time or contractual) under the State or Central Government.
ii. Any individual whose job is concerned with politics such MLAs, MDCs, MPs etc. or seeking to hold a similar position in Government.
iii. Registered class-1 contractors.
iv. Consultants who are currently engaged with State or Central Government.
Registered Entities
Applications shall not be ordinarily considered for the following:
i. State and Central Government employees.
ii. Employees of public sector undertakings, subsidiaries of public sector undertakings and divisions of public sector undertakings etc.
iii. Any individual whose job is concerned with politics, such as MLAs, MLCs, MPs etc. or seeking to hold a similar position in government.
iv. Registered class-1 contractors.
v. Pressure groups and organizations that are primarily political in nature shall not be ordinarily considered.
vi. Consultants who are currently engaged with the state or central government.
Application Process
Online
Step 1: Visit the official website of the scheme and click on the “Login to Apply” button to start the application process. Carefully read all the instructions provided on the website before proceeding.
Step 2: If you are a first-time user, click on “Registration for New User” and complete the registration process to create your account.
Step 3: Select your Authentication ID from the available options, such as
- PDS (Ration Card)
- Election Photo ID Card (EPIC).
Step 4: Enter your card number, select your name from the displayed list, and click on “Next” to continue.
Step 5: Your EPIC ID will appear on the screen. If the details are correct, click on “Accept.” If the details are incorrect or rejected, manually enter your EPIC number and proceed.
Step 6: Click on “Validate” to verify the entered EPIC number, and then click on “Next” to move to the application form.
Step 7: Fill in all required details in the application form, upload the necessary documents, carefully review all the information, and click on “Submit.” After successful submission, you will receive a unique application number for future reference.
Sign In
Step 1: Click on “Sign In” and choose your preferred sign-in method from Mobile Number, PDS, EPIC, or Member ID.
Step 2: Enter your User ID and Password, then click on “Login” to access your account.
Step 3: After logging in, click on “Apply for Services/Scheme” to start your application.
Step 4: Fill in all the required details in the application form, upload the necessary documents, carefully review the information, and click on “Submit.”
NOTE
Screening: District and State committees shall verify and shortlist applications.
Interview & Inspection: Virtual pitch, physical interview and site inspection by Department and bank teams shall be done.
Final Approval: State Sanction Committee issues approval letters.
