The scheme “Sparsh Abhiyan: Surgery to Prevent Disability of Poor and Destitute Disabled People of Madhya Pradesh” is launched by the Department of Social Justice and Empowerment of Persons with Disabilities, Government of Madhya Pradesh. The scheme aims to provide financial assistance for the surgery of destitute and poor people, specifically to prevent disability in such individuals in Madhya Pradesh. The scheme provides reimbursement of expenses incurred on the surgery of eligible disabled persons. The scheme is implemented by the District Administration, with application submission handled by the Joint Director/Deputy Director, Panchayat and Social Justice at the district level. The applications for this scheme are accepted at the District Office of Panchayat and Social Justice.

  • Surgery for Visually Impaired/Low Vision Persons: Intraocular lens implant, Corneoplasty, Corneal repair- Surgery for Hearing Impaired Persons: Cochlear Implant, Tympanic Membrane Repair, Mastwired Surgery- Surgery of Leprosy-affected Persons: Reconstructive surgery Head, Reconstructive surgery Foot- Surgery of Bone-Impaired Persons: SP Nail Operation, Orthosis, External Fixation, Replacement Implant, Surgery for Knee Hip and Ankle Correction, Shoulder Elbow and Wrist Correction, Post-Polio Correction Surgery, Construction Repair, Ligament Repair, Soft Tissue Release Surgery, Construction Correction Surgery, Elizarobe Lengthening and Corrective Surgery

Eligibility

  • The applicant must be a resident of Madhya Pradesh.

  • The applicant must be a disabled person.

  • The applicant must have a disability as defined in the "Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act 1995".

  • The applicant’s guardians/guardians' annual income must not exceed ₹96,000/-.

  • The applicant must have surgery recommended by a subject specialist doctor.

  • The applicant’s surgery must be recommended by a subject specialist surgeon.

Application Process

Offline

Step 1:**** Application Submission to District Authorities
  • Such eligible disabled persons must obtain and fill out the required application form, which includes providing personal details, residency information, citizenship status, family details, disability nature and percentage, annual income proof, and details of the recommended surgery. - The applicant must submit their complete application along with all required documents to the Joint Director or Deputy Director, Panchayat and Social Justice at the district level.
Step 2:**** Submission to Medical Authorities for Authentication
  • The applications that have been received from each side by the District Magistrate will subsequently be submitted to the nearest Medical College or District Hospital for official authentication and recommendation.
  • The hospital or institution must also provide a recommendation that includes the estimated expenditure on the surgical treatment.
Step 3:**** Approval by District Collector
  • Based on the necessary recommendation provided by the Medical College or District Hospital, the proposed surgery will proceed only upon receiving the final approval from the District Collector.
Step 4:**** Reimbursement/Financial Assistance Disbursement
  • Financial assistance is provided through the reimbursement of expenses incurred on the surgery of eligible disabled persons.
  • The funds for reimbursement are drawn from various sources, including destitute funds collected at the district level, Public Health and Family Welfare Department funds, District Rogi Kalyan Samiti funds, District Red Cross Society Treasury funds, or amounts collected from social workers and donors.
