The scheme "Scheme for Financial Assistance to Select States/UTs for Skill Development in ESDM Sector" has been launched by the Ministry of Electronics and Information Technology, Government of India. It aims at enhancing the skilling capacities in the ESDM sector through the public and private sectors for students/unemployed youth belonging to other disciplines by utilising the existing human resources who are undergoing studies in schools (IX standard onwards)/ITIs/Polytechnics/UG Colleges (non-engineering) and the school dropouts/unemployed youth by providing them with additional skills that are recognised by industry for employment in the ESDM sector, Encouraging new investments in training in the ESDM sector by the industry, Facilitating the evolution of processes/norms for: Certification of various courses; Providing opportunities for moving up the value chain; and Recognition of institutions for conducting such courses, as per the requirements of the industry in the ESDM sector

Objectives:

  • To provide financial assistance for facilitating skill development for 90,000 persons in the ESDM sector by involving select States/UTs for improving the employability of the students/unemployed youth.

Benefits

  • 1. Assistance of 75% of the course fee for students. 25% of the course fee is to be paid by the student. 1. Assistance of 100% of the course fee for students belonging to SC/ST
  • Economically weaker sections (criteria based). 40% seats would be reserved for the students belonging to these categories. 1. Duration: The Scheme would be in operation for Four(04) years.


Eligibility

  1. The applicant should be a student studying in Class 9 onwards.
  2. The applicant should be enrolled in Industrial Training Institutes (ITIs), polytechnics, or pursuing undergraduate courses (non-engineering).
  3. The applicant should be an unemployed youth, including:
  • A school dropout (from Class 8 pass onwards);
  • An ITI certificate holder;
  • A diploma holder;
  • A graduate (non-engineering).
  1. The applicant should be registered with employment exchanges.
  2. The applicant may belong to the non-formal sector.

Application Process

Online

Registration:

Step 1: Visit the official ESDM Skill Development portal: https://esdm-skill.deity.gov.in.
Step 2: Identify the nearest affiliated Training Partner (TP) through the portal or authorised sources.
Step 3: Approach the Training Partner for counselling and selection of the appropriate NSQF course.
Step 4: Submit required documents and eligibility details to the Training Partner.
Step 5: Provide Aadhaar Number or Aadhaar Enrolment ID and complete Aadhaar authentication / e-KYC (with consent).
Step 6: Fill the application/enrolment form at the Training Partner centre or through the portal.
Step 7: Pay the Registration-cum-Certification Fee (RCCF) to the Training Partner.
Step 8: Submit required undertakings:

  • Undertaking for the non-availability of a similar Government scheme
  • Undertaking for willingness for employment/self-employment

**Step 9:**The Training Partner verifies eligibility and completes enrolment of the applicant.

After Registration:

Step 1: The applicant undergoes training for the prescribed duration as per the selected NSQF course.
Step 2: The applicant maintains the required attendance (minimum 70%) during training.
Step 3: The applicant appears for assessment conducted by the respective Key Implementing Agency (KIA).
Step 4: Upon successful assessment, the applicant receives certification.
Step 5: The Training Partner facilitates placement or supports self-employment opportunities.
Step 6: Placement of the candidate is tracked for a minimum period of 3 months.
Step 7: Financial reimbursement is processed:

  • First instalment after certification
  • Second instalment after successful placement
